Thank you for your request for information as copied below. You asked for
a list of all people who held a parliamentary pass as of 1 August 2014.

 

The House of Commons holds some of the information you have requested.

 

Names of former Members of Parliament and Members of the European
Parliament (MEP’s) who held a parliamentary pass as at 1 August 2014 are
not held as we only hold current data for these individuals.

 

All current Members of Parliament are issued with a pass to the
parliamentary estate. Details of the names of current Members is available
via: [1]http://www.parliament.uk/mps-lords-and-o....  Information
about Members of Parliament as at 1 August 2014 is also available to you
in the public domain.

 

As this information is reasonably accessible to you otherwise than under
the Freedom of Information Act 2000 this part of your request is refused.
In refusing your request the House is applying the exemption set out in
section 21 (1) and (2) (a) of the FOI Act.  This is an absolute exemption
and the public interest test does not apply.

 

Members may apply for passes for their secretaries and research assistants
(provided that they genuinely and personally provide parliamentary
secretarial or research assistance to the sponsoring Member).  The
Register of Members’ Financial Interests lists the Members sponsoring the
staff they employ. This register, covering the 1 August 2014, is available

Some Members’ staff may be required to submit details to the Register of
Members’ Secretaries and Research Assistants, which is publicly available

 The published document currently shows details as at 10 July 2015. The
attached document ‘Register of Members’ Secretaries and Research
Assistants as at 26 June 2014’ provides the information as at 1 August
2014.

Lobby journalists who are holders of photo-identity passes are required to
register certain interests. The Register of Journalists’ Interest is
publicly available here:

currently published document shows the Register of Journalists’ Interests
as at 10 July 2015. The attached document ‘Register of Journalist
Interests as at 26 June 2014’ provides the information as at 1 August
2014.

Pass data is also held for the following individuals who are issued with
parliamentary passes:

 

o Names and company name of contractors employed to carry out works to
and for the House services
o Names of House staff (to include the Parliamentary Digital Service
which sits across both Houses)
o Names of spouses/civil partners of Members (not employed by Members)
o Names of CPA, IPU, parliamentary/political researchers, governmental
and departmental staff

 

This information is exempt by virtue of section 40 (2) of the Freedom of
Information Act 2000 (the exemption for personal information), as
disclosure of this information to the public generally, in the House’s
view, would not be consistent with data protection principles in the Data
Protection Act 1998 (DPA). This is an absolute exemption and the public
interest test does not apply.

 

The House of Lords is independently responsible for data concerning its
staff and Members. It is a separate organisation and public authority for
the purposes of the Freedom of Information Act 2000. Should you wish to

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
