Renfrewshire Council did not have the information requested.

Dear Renfrewshire Council,

Please supply me with the following information in regards to street lighting.

I emailed Renfrewshire Councils Land services regarding the poor condition of several lighting columns along Penilee Road at Queen Elizabeth Avenue.
I informed the council that the lighting columns at this location are severely rusty and have not been painted in over 40 years.
I was told by the council that 'they don't paint columns anymore'
Can you explain to me why Renfrewshire Council now ignore severely rusted lighting columns that have not been painted in over 40 years.
Reason i am requesting this information, is because i accidentally rubbed against one of the rusty columns and all my skin turned red and very itchy, and lasted for days.
Will the council reconsider painting these columns, to prevent this happening to anyone else or myself again.
Column numbers are R20 R21 R22 R23
I am prepared to take this to the ombudsman.

Information Requested

Renfrewshire Council received your request for information on 02 June
2017.  You wrote:

Please supply me with the following information in regards to street

Response: The Council does not hold recorded information falling within
the scope of your request, so I am providing notice under Section 17 of
the Freedom of Information (Scotland) Act 2002 that the Council does not
hold the information requested and so, is unable to comply with this
aspect of your request.
 
By way of explanation, the legislation applies to "recorded information"
held by the Council, that means information stored and held in some way
(for example copies of correspondence, or information in a database etc.)
This therefore does not extend to unrecorded information which may be
within officers' knowledge (for example, opinions or verbal
conversations).  To put such 'unrecorded information' in written form in
order to respond to a request under freedom of information would
constitute 'creating new information', and the Council is not obliged to
 acquire or create new information under the legislation above.

However, under our duty to provide advice and assistance I would suggest
that you consider submitting a complaint investigation request to the
Council.  The Scottish Public Service Ombudsman will only deal with
complaints which have fully gone through the complaints process of an
organisation.
