Request under the Freedom of Information (Scotland) Act 2002
Thank you for your request received on 13 August 2018.
We would advise you, however, that on closer examination of your request,
it has become apparent to us that you have not provided your surname in
making this request. The Freedom of Information (Scotland) Act 2002 states
that a request must include the name of the applicant plus an address for
correspondence. The Scottish Information Commissioner (the independent
official responsible for overseeing the operation of Freedom of
Information legislation in Scotland) takes the view that where an email
address is used, the applicant must also give their surname in the body
of the email to fulfil the requirement that the name of the applicant is
given. This must be the real name of the applicant, and the Commissioner
has also indicated that if a request comes in from someone who has
obviously given a false name, the application is invalid and the public
authority does not have to deal with it.
We shall accordingly be grateful if you could provide us with your surname
in order to allow us to process this request. If you have particular
reasons for not revealing your identity, the Commissioner advises that
rather than using a false name it is open to you to ask a friend or
relative to make the request instead.
Please note that if we do not receive this information, we will be unable
to respond to your request. We shall be grateful if you could respond
within four weeks from today if possible. On receipt of this information
the twenty working days will commence.

I fail to understand why a City Council would not have any knowledge of their own lighting Network.
