Library Volunteers

Dear Enfield Council,
Recently the Council has adopted a policy of replacing staff with self-service and volunteers.
I believe the Council requires 250 volunteers in order to achieve an acceptable level of staffing and to maintain the current opening hours across all libraries.
This is a significant number of people and I would imagine that more than this figure are actually required as volunteers are unlikely to wish to "work" full-time.
As such:
1. Can the Council confirm the total number of volunteers being sought in order to maintain the current library opening hours
2. Provide the numbers of volunteers recruited (as of 6th April 2016) to work in libraries - the figure should exclude those members of the WRVS who I am aware are due to deliver books to the vulnerable.
3. What policy is being adopted by the Council with regard to placement of volunteers in libraries (i.e are volunteers able to choose the library in which they work and how does the Council ensure that there are enough volunteers for each library).
4. Provide the number of volunteers working/recruited in each of the following libraries:
Angel Raynham
Bowes Road
Bullsmoor
John Jackson
Edmonton Green
Enfield Highway
Millfield House Library
Enfield Island Village
Enfield Town
Fore Street
Oakwood
Ordnance Road
Palmers Green
Ponders End
Ridge Avenue
Southgate Circus
Winchmore Hill
5. Provide the number of volunteer vacancies for each of the following libraries:
Angel Raynham
Bowes Road
Bullsmoor
John Jackson
Edmonton Green
Enfield Highway
Millfield House Library
Enfield Island Village
Enfield Town
Fore Street
Oakwood
Ordnance Road
Palmers Green
Ponders End
Ridge Avenue
Southgate Circus
Winchmore Hill
6. Should the Council be unable to recruit the number of volunteers required, provide details of the fall-back plan to ensure that service is maintained as the majority of staff have now left Council employment. This plan should detail closures or temporary closures and the libraries impacted in such circumstances.
