During the last five years how many times has the Local Government Ombudsman (as a result of investigating a complaint against Enfield Council) brought to the attention of the council the fact that a member of Enfield Council staff had misled them, lied to them or done anything else to hinder their investigation. I have already tried to obtain this information from the LGO rather than the councils. That's why I am asking all councils for the information. They don't have the same excemption that the LGO does. [Under the Local Government Act 1974 (section 32(2)), the Ombudsman is not permitted to disclose any information obtained in the course of, or for the purposes of, the investigation of a complaint, unless he or she considers it is necessary for the purposes of the investigation.] In addition if I am not satisfied with your response the ICO is the appropriate person to complain to not the LGO.

I refer to your freedom of information request in relation to Ombudsman
reports.
I would like to apologise for the way in which your request was initially
handled. Clearly, you had submitted a valid request and should not have
been asked subsequently to put it in writing. As a result, I am reviewing
the procedures for receiving requests via the e mail address you used.
I can confirm that the information you have requested is not held within
the spreadsheet used to record Ombudsman cases, nor is there reference to
such cases in the Ombudsman's annual letter sent to the Council. It may be
possible however that recorded information is held within individual
Ombudsman reports following investigations during the last 5 years. This
may take some time to establish and possibly exceed the £450 threshold. I
will therefore write to you again within 10 working days with more
information.

reports and my subsequent email to you dated 3 April 2009.
I can confirm that the London Borough of Enfield do not hold any recorded
information of the description specified in your e-mail dated 9 January
2009. This is because there has not been any such reference or concern
from the Local Government Ombudsman to this Authority.
I apologise again for the fact that your request was not initially dealt
with as it should have been. I have subsequently amended our procedures.
