Dear Mr Razey,

I am still awaiting confirmation of costs associated with the overspend of public monies regarding Yarrow Hotel conversion - a project under your management.

Could you please confirm when this information will be made available ?

Also, EKC vacated units 18 -19 Hornet Close, Pyson Road Broadstairs, Kent. Can you confirm the financial sum paid at the termination of the lease and for what the payments were related to. When Alison Gray was questioned on the mater of public expenditure she did not have a reasonable explanation and said that the College could not be seen to be giving away public money ?

Can you disclose the financial amount in question, how and why it was paid to the Landlord.

Can you please respond by the 18th July. If a response is not received by the date stated I will write to you again.

Dear Mr Rigden

 

Thank you for your  communication relating to a release of information
under the Freedom of Information Act 2000.  I should first like to
apologise for the delay in responding in the requisite timeframe. The
College has no record of receiving your initial query and you do not state
when the query was first made. This matter is being investigated and will
be resolved.

 

Your request for information as detailed in the attached has now been
considered and the College’s response is as follows:

o The work on the Yarrow Training Hotel has not yet been fully
completed: the landscaping work has yet to be undertaken and this will
be done in the next 3-6 months. When the project has been reconciled
and closed, the College will be able to provide details of the costs
entailed.
o The works to reinstate Hornet Close under the terms of the full repair
and lease contract amounted to £130,000.  All monies were paid to
contractors who carried out the requisite works. No payments, apart
from the requisite rent charges, were made to the Landlord.

Can you please confirm initial order sums for the refurbishment works of the hotel as undertaken by WW Martin, roofing works undertaken by Groom and Son, External works, FF&E items and direct client purchase items.

You state that the project is not complete, however the hotel, external building works, FF&E and client direct purchases are obviously complete, are you not aware of the outturn figures for these elements yet and any cost variances there may be against the initial budget, or order sums ? if not you should be.

At this current stage of the project are you aware of any contract over spends ?

What methods of procurement were adopted for the competitive tendering of each appointed element of works, to demonstrate value for money to the Tax Payer ?

Lastly, I note that the rear staircases have not been installed in accordance with the approved Planning drawings and associated conditions, why is this ?

How were the works procured for the terminal schedule of dilapidations. How can you demonstrate that this is value for money for the Tax Payer and what evidence do you have ?
Did the sum paid (£130,000) include Vat.
How did you determine that the works undertaken and the sum paid were reasonable given the lease arrangements.

This information should be readily available to you, so you response should be quite swift.

commercial interests). This is because a number of final accounts are

complete, are you not aware of the outturn figures for these elements yet

would not be unusual for a listed building. As stated in (1), a number of
