Latest Out-of-station Interchanges list

Dear Transport for London,

I am reliably informed that two new OSIs have been set up since the file at https://tfl.gov.uk/corporate/publication... was last updated. I'm therefore asking for details under the Freedom of Information Act. The OSIs in question are Aldgate to Aldgate East and between the Suburban and Inter City platforms at Paddington NR. I'd like to know the time allowed in each direction and when they were set up. I'd also like confirmation as to whether any other OSIs have been added/changed/deleted since the last update.

I am fully aware that staff time for FOI requests is at a premuim in the current situation. I hope that this request does not require too much effort, but I confirm that I do want to make this request and am not prepared to wait until the situation eases. Updating the spreadsheet online and letting me know that it has been done will be sufficient.

In current circumstances, we are not able to answer FOI requests readily

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. 

 

Specifically you asked:

It is not the case that OSIs have been introduced since the document
referenced above was last updated. A new OSI is being configured for
interchange between Aldgate and Aldgate East but this has not been
implemented yet. The intention is for this to go live on 16 June. The time
set for interchange in either direction will be ten minutes. There is no
intention to introduce an OSI between “the Suburban and Inter City
platforms at Paddington NR”. In relation to your last question, there have
been no changes to OSI configuration since the last version of the list on
the website was published.

Thank you for this response, it is very much appreciated.

I have asked my contact where they saw the information about the OSIs from and they have admitted that it did say to start on June 16th, although that was described as a Sunday, but my apologies for not making that clear in my request. They have cut'n'pasted the text about the OSIs from TRU125 as follows:

Implementation of a new NLC (6093) for gates serving Platforms 1-3 at Paddington NR. These platforms are usually served by GWR trains which do not call at stations between Paddington and West Drayton. These gates will accept valid contactless and ITSO cards but will not accept any Oyster card.
An additional OSI will be introduced between gates on the new Paddington NR NLC 6093, matching existing OSIs to / from the other NR platforms. This will be for contactless customers only, to allow interchange to and from other parts of the Paddington station complex. This element will not be delivered until a base data update on Sunday 16 June.
In response to customer requests, a new OSI will be introduced for PAYG users between Aldgate and Aldgate East stations. This change will again not be delivered until Sunday 16 June.

As you can see, this clearly refers to (a) new OSI(s) at Paddington NR. Please can I therefore ask you to clarify your response that there are no new OSIs at Paddington?

Thank you for your further email of 9^th June 2020.

 

To clarify, the point originally answered in relation to Paddington NR was
in regard to your question about an OSI '…between the Suburban and Inter
City platforms at Paddington NR'. There will not be an OSI between those
two points.

 

Assuming that this question is in fact for details of OSIs between
platforms 1-3 at London Paddington and other neighbouring locations, I am
informed by colleagues of the following:

 

Great Western Railway has requested that the devices covering platforms
1-3 at London Paddington be configured to not accept Oyster as the trains
serving those platforms do not call at any station that can be reached on
Oyster. To achieve this, it is necessary to set up a separate logical
station for those platforms. This 'new station' will have the same PAYG
OSIs as the ‘existing station’ that is currently configured for all of the
platforms except those served by the Heathrow Express (platforms 4 & 5).
In other words, there will be no change in behaviour of devices at
platforms 1-3 except that they will no longer accept Oyster.

 

For the sake of completeness, the OSIs currently configured for platforms
1-3 are as follows:

It isn’t particularly clear why the ‘TRU’ London Underground staff
document makes reference to this situation - other than to state that the
gates and validators on National Rail platforms 1-3 will no longer accept
Oyster.
