1. What is the total adult population in your council area?

2. What is the total population eligible for rapid Covid tests in your area and what criteria are used to identify them?

i) the number of different individuals tested
ii) total number of tests taken each day since the rollout began? If this is not possible, please break it down as far as possible week-by-week or month-by-month.

4. Can you please say how many tests were positive and negative out of those taken, with breakdowns as above wherever possible?

5. What has been the total cost of rolling out rapid Covid tests, including staffing costs, paid by the council?

Walsall Council is working extremely hard to ensure the safety and
wellbeing of all residents of the borough during this difficult period. As
part of this working practices and priorities within the council may need
to change in line with advice from the Government and our own Public
Health Service.

Further to your request for information about Lateral Flow Tests Covid, I
can tell you the following:

 

1.What is the total adult population in your council area? 

The total population of Walsall is approximately 285,500 and of these,
216,600 are adults over the age of 18.

2. What is the total population eligible for rapid Covid tests in your
area and what criteria are used to identify them?

 

Walsall council have been responsible for the roll out of the community
testing programme which is focused on testing people without symptoms, to
pick up anyone that may have the virus. Lateral flow devices are used for
this testing. Lateral flow device (LFD) testing is also used in care
homes, for NHS staff and schools, however, these programmes are being
delivered and rolled out by central government.

 

The community testing programme has been targeting critical workers. There
are 43,000 critical workers across Walsall. Many of these have access to
lateral flow device testing through their workplaces (e.g. NHS, care
homes, schools), therefore we estimate that a third of that number do not
have access to LFD tests and would meet the criteria for testing.

 

The criteria for testing is any critical worker that meets the government
definition:

This includes workers in the following sectors:

·         Essential shops, supermarkets financial services

·         Early years, childcare, education

·         Food production, food processing

·         Manufacturing, warehousing, packing, distribution

·         Transportation

·         Essential public sector services (e.g. waste collection, police,
security)

·         Construction, utilities, communication

·         Health or social care

 

3. How many tests have been taken in your area to date? Could you please
tell me:

i) the number of different individuals tested

ii) total number of tests taken each day since the rollout began? If this
is not possible, please break it down as far as possible week-by-week or
month-by-month.

 

The community testing programme run by Walsall council has completed 6,469
as of 1^st March 2021.

 

We currently do not have the data around the number of different
individuals tests, therefore the information you have requested is not
recorded or held information and is therefore exempt from disclosure under
section 1 of the Freedom of Information Act.

4. Can you please say how many tests were positive and negative out of
those taken, with breakdowns as above wherever possible?

The community testing programme in Walsall has identified 42 positive
asymptomatic cases up to 1st March. We have had 8 void tests and 6,419
negative tests during that time.

5. What has been the total cost of rolling out rapid Covid tests,
including staffing costs, paid by the council?

 

We are in the process of rolling out the community testing programme, and
we will be clearer on the total costs for the programme once all our
testing sites are live and operational, therefore the information you have
requested is not recorded or held information and is therefore exempt from
disclosure under section 1 of the Freedom of Information Act.

However we can tell you that all local authorities participating in the
Community Testing Programme, total funding per test is set at a maximum of
£14.00.

 

6. What additional funds has the council received from the government to
help with the roll out these tests?

 

Funding available to local authorities from central government has been
accessible from a central Community Testing Programme budget. Full details
