I write in response to your above information request. Firstly, please do
accept my apologies for the delay response in this regard.

Your request asked:

Could you please tell me the plans for the butchers row within the market
where work is already taking place

Units on the South side of the former Butchers Row

The units on the south side of the former Butchers Row are currently being
renovated/refurbished both to ensure the units comply with current
building design standards and to offer retail units that meet modern
commercialrequirements in terms of their services, whilst preserving the
unique character of these and the wider market complex. In addition, work
is also being undertaken to the roof areas above the units to
repair/replace roof areas as required to address the extensive problem of
rainwater ingress experienced by many of the units and, to provide a safe
means of access to the roof to facilitate ease of access for future repair
and maintenance works

The works noted above commenced on site in March 2022 and are currently
scheduled to complete in early summer 2023. Upon completion, the
refurbished units will remain in the ownership of the Council and will be
managed by the Council’s Market Service

Attached for information is a plan showing the extent of the area of the
current works on site.

Units on the North side of the former Butchers Row

The units on the north side of the former Butchers Row will form part of a
larger site to be redeveloped by the Council for a mixed use commercial
scheme comprising a 143 bed hotel, a number of retail units and a proposed
City Council operated gym. The City Council will retain ownership of the
site and will lease the hotel at completion of the development to a
national hotel operator. The hotel will have limited ground floor presence
comprising a visitor reception and servicing areas only directly onto
George Street. The first floor is proposed as amenity space for the hotel
with the four floors of hotel accommodation above providing the bedroom
space. The ground floor areas will remain under the direct control and
management of the City Council. The commercial units are intended to have
permeability through to the Market and where possible this will also be
considered in relation to the space occupied by the proposed gym.

Subject to securing Planning and Listed Building consent for the proposed
mixed use commercial scheme, it is currently envisaged that work will
commence on site in early 2024, with completion expected summer 2025.

Attached is a plan showing the extent of the George Street development
site (incorporating the units on the north side of the former Butchers
Row) for the mixed use commercial scheme.

I trust that this response is satisfactory. Under Regulation 11, however,
you are entitled to make representations to us if it appears that we have
failed to comply with a requirement of the Regulations in relation to your
request. Representations must be made to us no later than 40 working days
after the date you believe we failed to comply with such a requirement. 

We will then consider your representations and supporting evidence and
decide if we have complied, notifying you of our decision as soon as
possible, and no later than 40 working days after the date of receipt of
your representations. 

Under Regulation 18, you are then entitled to apply to the Information
Commissioner for a decision as to whether, in any specified respect, your
request has not been dealt with in accordance with parts 2 and 3 of the
Regulations.
