Thank you for your request for information that was received on 19
February 2020 concerning Dear Mayor Joe Anderson,

At the Cabinet meeting held on 11 December 2015 there was a Mayoral
Recommendation (64 c) that:

(i) authority be granted to assist Kings Construction (and thereby
Tarmacademy and Cemex), to acquire sites in the north Docks area of
Liverpool, in order to provide a new training facility and tarmac
production facility;

(ii) authority be granted to .......... to negotiate with land owners of
suitable sites identified in the Liverpool area and to negotiate with
Kings Construction (and thereby Tarmacademy and Cemex) with regards to the
terms and conditions for the leasing arrangements;

(iii) delegated authority be granted to ............ commit expenditure of
up to £3.5m for land acquisition, to be funded from borrowing, subject to
the necessary financial, legal and property due diligence and a robust and
sustainable business case being developed ........ 

As it was Resolved that the recommendation be approved would the Mayor now
advise:

1. How many sites were ultimately acquired for this purpose?
2. Details of whom each site was acquired from.
3. The date on which each site was acquired.
4. The acquisition cost of each site.
5. The source of the monies borrowed by the Council to fund these
acquisitions, and the rate
of interest charged.
6. The Cemex Docklands Asphalt plant was opened on Brunswick Place in
January 2018. 
When and where was the Tarmacademy Training Facility opened?
7. Why one of the participants is recorded in the Minutes as 'Kings
Construction' instead of
by their correct details, Knowsley Contractors Ltd trading as King
Construction?
