Thank you for your correspondence received on 30 November 2017. In
response to your request I can now provide the following information. 

Q1) a) How many children became looked-after in your local authority in
2016?

 

A1) a) 182 children were admitted to care between 01.04.16 and 31.03.17.
Two of the children had two admissions to care during the specified time
period.

Q1) b) Of the children from 1.a. how many were in a group of siblings of
two or more?

 

A1) b) 85 of the 182 children were in a group of siblings of two or more.

Q1) c) How many of the above children were initially placed in Kinship
Care/Family and Friends care/Connected Persons care in 2016?

 

A1) c) Of the 182 children admitted to care, 48 were initially placed in a
Family & Friends placement.

Q2. How many looked-after children are currently placed following care
proceedings:

a. With long-term local authority foster carers

b. In kinship care foster placements

 

A2) a) As at 07.12.17 - 67 children are placed with Stockton Borough
Council foster carers and have a placement code of ‘long-term fostering’.

 

A2) b) As at 07.12.17 - 91 children are placed in a Family & Friends
placement.

 

Q3) a) How many applications to be a kinship carer did you receive in 2016
in respect of children subject to Care Proceedings?

 

A3) a) We are unable to answer this question as we would need to manually
check 182 case notes in order to extract this information.  It is
estimated that it would take in excess of 18 hours at £25.00 per hour to
provide the information and would exceed the appropriate limit of £450 as
stated in the Freedom of Information (Fees and Appropriate Limit)
Regulations 2004.

 

Q3) b) Of the above (3.a.), how many applications were the subject of
Viability Assessments?

 

A3) b) As for the question above, we are unable to answer this question
accurately. 193 Viability Assessments were started between 01.04.16 and
31.03.17 but as explained above, we do not have the total applications
received in order to cross-check the two sets of data.

 

Q3) c) Of the applications subject of Viability Assessments in 2016, how
many were successful and how many were unsuccessful?

 

A3) c) Please see A3) b) above

Q4) How many prospective Kinship Carers failed to be approved as family
and friends Carers after a full assessment in 2014, 2015 and 2016
respectively?

Q5. How many children in your local authority in 2016 have been made the
subject of a Special Guardianship Order (SGO) following Care Proceedings?

 

A5) 17 children ceased to be Children in Care as a result of being made
the subject of a Special Guardianship Order between 01.04.16 and 31.03.17.

 

Q6. How many foster carers in your local authority are currently prepared
for and approved to be long-term foster carers of sibling groups of:
a) 2
b) 3 or more

 

A6) a) 24
