Thank you for your request for information that was received on 17
February 2020 concerning Dear Liverpool City Council,
From Council doc. - 28 DAYS KEY DECISION URGENCY NOTICE

'The Council has been working collaboratively with Kings Construction to
establish a new training centre focused around construction to provide
better training and employments opportunities. Tarmacademy (Liverpool)
Limited is a newly formed company (by Kings Construction) which has been
specifically established to deliver the training centre.
It will also include an asphalt plant to be operated by
Cemex. The Tarmacademy facility will provide training, apprenticeship and
employment opportunities for local people, especially those in North
Liverpool, in a working environment not currently available in in the
City. The proposal is to support 1000 trainees from unemployment into jobs
and apprenticeships over a five year period.'

[1] What was so urgent about this initiative / development that 28 days
could not be given to councillors etc to scrutinise this 'collaboration?

[2] Why was this dealt with under Delegated Powers when it involved LCC
borrowing up to £3.5 million?

[3] What was the exact cost of the land at Brunswick Place, which LCC
bought for the Kings Construction /CEMEX / Academy deal?

[4] What is the Land Title number?

[4] Where did LCC borrow the money from?

[5] What is the exact address of the Liverpool Highways Training Academy?
[formerly known as Tarmacademy Ltd]

[6] What is the length of the lease given to Kings Construction /CEMEX

[7] Please supply the legal document between LCC and Kings Construction
/CEMEX that states the obligations that Kings Construction/CEMEX are under
[a] to build /accommodate the Liverpool Highways Training Academy [b]
staff the Liverpool Highways Training Academy [c] train to qualification
standard up to 1000 trainees - "supplying much needed training and
employment opportunities in North Liverpool"
