Is the Council aware that in order for Kingdom staff to receive the London Living wage in Enfield, they have to agree to pay £20 per month to Kingdom or they will be placed on minimum wage? In addition, staff are unpaid for training and have to purchase their own uniform which is deducted from their salary.

Enfield prides itself on being a London living Wage employer yet allows this practice with an already controversial contractor.

FREEDOM OF INFORMATION ACT 2000 – INFORMATION REQUEST Ref CRM FOI 3239

Thank you for your recent Freedom of Information Request 20^th December
2017. In response I can advise that our business relationship is based on
our contract with Kingdom Security Ltd, and in order to answer all of your
questions in detail, I have asked Kingdom for further information on the
questions you raise and this is provided below.

 

The Business Contract Manager for Kingdom Security Ltd advises the
following:

 1. Is the Council aware that in order for Kingdom staff to receive above
the Living wage? 2. In Dartford, they have to agree to pay £20 per
month to Kingdom or they will be placed on minimum wage?

No - the Council was not aware of the employment contract Kingdom had with
its staff as it is a condition of contract that Kingdom are entirely
responsible for the employment and terms of employment of the Contractor
Staff employed in connection with the provision of the Services under this
contract (clause 10.1).  Kingdom Environmental Protection Division advise
they have over 350 employees and they confirm that none of them are paid
minimum wage. All of their employees receive the equivalent or above the
living wage for the borough they are contracted to work in. Kingdom advise
they do not charge any of their staff £20 per month.  As answered above,
they advise that none of their enforcement officers are receiving minimum
wage.

 3. In addition, staff are unpaid for training?

We are advised that all of Kingdom’s Environmental Protection Division
employees are paid the full contracted rate during training. 

 4. and have to purchase their own uniform which is deducted from their
salary.

Kingdom advise they do charge all Enforcement Officers for their first
uniform.  The cost of the uniform is £140.00 and is deducted at the rate
of £10 per month.  All of their officers are given a replacement uniform
every 9-12 months, which does not incur any further charges.

 

If you are dissatisfied with the handling of your request, you have the

submitted within two months of the date of receipt of the response to your
