KGX Gateline Risk Assessments and SOPs
Dear Sirs
I wish to request the following information under the terms of the Freedom of Information Act 2000 'The Act'.
In order to assist you with this request, I am outlining my query as specifically as possible. As you will understand, this may not be a definitive list of relevant information.
You maybe aware the act provides a duty on yourselves to assist requesters.
Recently I have been travelling through Kings Cross Mainline station [KGX] and have seen some overcrowding taking place, and also have seen the Automated Ticket Gates [ATGs] not being manned, but still in operation.
I am therefore requesting the following information:
1. Copies of all of the Standard Operating Procedures [SOPs] for the Operation of ATGs on East Coast stations, and for East Coast Managed ATGs.
1.1 This information should relate mainly to KGX in the first instance, but other stations policies are also requested, eg YRK/NCL/GRA/DAR
1.2 Copies of any relevant Railway Group Standards which apply to the safe operation of ATGs.
1.3 Copies of any training documents which staff are given or shown before using the East Coast managed ATGs.
2.1 The minimum staffing level of the ATGs at KGX mainline station when the ATG's are in operation.
2.2 and when the ATG's are not in operation.
2.3 and what happens when the levels mentioned in 2.1 and 2.2 are not met.
2.4 How are suitably trained ATG staff able to be identified?
2.4.1 And do staff have to show this ID on demand to any member of the public or Health & Safety official?
2.5 The hours of operation of the ATGs at KGX mainline, Mon-Fri, Sat & Sun.
3. At what point must the gates be left in the 'open' position, in relation to KGX mainline.
4. Copies of any risk assessments for the ATG's at KGX mainline. (Before you refuse this you may wish to review this response from TfL (http://www.whatdotheyknow.com/request/no...)) where they released the Risk Assessments in full.
5. What must happen when a person (such as myself) or persons get stuck in an ATG.
5.1 What would the penalty to me be, if I pressed the Emergency plunger [EMO] when I witness someone stuck in the paddles of the ATG's.
6. How do I contact ATG staff at KGX when there are no staff clearly present.
7. The official opening times for KGX NR station: Mon-Fri,
Sat, Sun.
8. The First East Coast Train Arrival at KGX on Mon-Fri, Sat, Sun.
9. The Last East Coast Train Departure from KGX on Mon-Fri, Sat, Sun.

I am writing to request an internal review of East Coast Main Line Company Limited's handling of my FOI request 'KGX Gateline Risk Assessments and SOPs'.
1. I note you have decided to withhold a lot of information on some exemptions, mainly related to fare evasion and revenue collection.
I wish to dispute this, if someone is determined to not pay a fare, withholding information is not going to stop them.
2. You have also failed To provide me with the named person who answered my request, instead there is illegible scrawl for a signature.
2.1 And you have failed to state where you have redacted information instead just placing XXXXX or leaving the page blank.
3 On page two of Appendix VIII you have omitted the names of the senior managers despite your letter saying you have only omitted people who are not senior managers or directors.
4 In Appendix XXIX you have failed to disclose the "Security Principles" yet have released them in previous documents, is this an oversight?
In the case of 1 above I require a Internal Review.
In the case of 2.2 I do not require the documents to be re-issued as after having worked it out, I can guess the blank spaces are redactions. You may wish to bear this in mind for future redacted FOIs.
In the Case of 2 and 3 I wish for these names to be released as if they are senior managers or directors then based on your cover letter they should be released. Furthermore you have released details of some payroll officers/managers who clearly seem to be low-level managers but redacted others who seem to be higher level managers such as HR Business Partners. Please clarify this.
In the case of 4 I require this to be released to me.

Following advice from the 'What do they know' team, and as referred in the
internal review response, please find attached a revised 'File 3 of 5'
from the original response (17 Janaury 2012).
This revision removes the names of the clerical level members of staff
that were mistakenly left in Appendix XIII.
This information is exempt from disclosure under Section 40 of the Freedom
of Information Act (2000).
For clarity, all other documents within this replacement file are as they
were in the original disclosure.
