Thank you for your request for information of 28/08/2018, which has been
processed under the terms of the Freedom of Information (Scotland) Act
2002. Unfortunately, the Council is only able to meet part of your
request.

 

You asked the following:

Can you also provide details of all aspects of the job evaluation
procedure?

 

Your request has been processed under the Freedom of Information
(Scotland) Act 2002.

 

Under the terms of the legislation, a request for information can be
refused where one or more exemptions listed in the legislation apply. In
this instance, the Council is claiming the following exemption to the
release of the factor scores: Section 30(c) states that information is
exempt information if its disclosure under the Act would otherwise
prejudice substantially, or be likely to prejudice substantially, the
effective conduct of public affairs.

 

The job evaluation factor scores held for these two posts were finalised
on 27 June 2018. Job Evaluation scores are only released to post holders
and the post holder line manager. The posts referred to have not yet been
filled as the process is still ongoing, therefore there is no one to
release these to. To release such scores prior to appropriate
finalisation, given that interviews have not yet taken place and no post
holders have been appointed, would be likely to cause substantial
prejudice to the effective conduct of public affairs.

 

The job evaluation procedure comprises of the following:

 

o scores for posts are not able to be released until they have been
finalised, to avoid confusion between draft scores and final scores;
o where interviews are to take place for post(s), there is no
identifiable individual ‘in post’ to receive the scores;
o finalised evaluation scores for posts will only be released to (a) the
job holder and (b) the Manager of the post;
o jobs are graded individually, based on comparison with the criteria
within our job evaluation scheme;
o no job holder will receive the scores for a different post, other than
their own.

 

If we were to routinely disclose finalised job evaluation scores prior to
conclusion of interviews and confirmation of post holders thereafter, this
would be harmful to the operation of public affairs.

Once the interview process is finalised, the scores may only be provided
to (a) the job holder and (b) the Manager of that post. To release such
scores prior to appropriate finalisation would be likely to cause
substantial prejudice to the effective conduct of public affairs.

The exemption in section 30(c) is subject to the public interest test in
section 2(1)(b) of FOISA. We have applied the public interest test to your
request. Although there is a clear public interest in the Council
promoting transparency and accountability through the disclosure of
information relating to job evaluation scores, the Council has a duty to
its processes in concluding evaluation and review processes once
interviews and post holders are confirmed.

 

Therefore, I consider the public interest is best served by withholding
the information.

section 16 of the Freedom of Information (Scotland) Act 2002.

I am writing to request an internal review of City of Edinburgh Council's handling of my FOI request 'Job evaluation scores'.

in a previous identical Foi request i was refused this information because the job evaluation was not complete ie the scores were drafts, but now the scores are final they have been finalized,

the refusal is now because no one is in post, this does not matter the scores are now final so they will not change now ,

can you tell me the reason this would be harmful to public affairs?

Part of the transformation process states, you must be in post for at least 6 months before you can make an appeal job evaluation grades.
