The EIA posted here is the wrong one although the correct one can be found on the link included in the attached reply. The correct EIA shows the effects of the delay to be negative for the workforce. The mitigating actions on the correct EIA are the responsibility of Chris Hyams. One of them is to keep the workforce informed of the time scales and I do not believe this has been done
