Do Brent Borough owns the copyright to the report, or if not who is the successor organisation that it passed to?

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/j...

Yours faithfully,

Dear Brent Borough Council,

Thank you for the internal review, at last stating the exemption which should have been provided initially.

Please could you state who carried out the internal review, and that they were not involved in the original decision and who carried out that original decision.

You will be aware that the fact that just because a document has been published does not make it reasonably available to me. Can you confirm this?

Please could you confirm that this publicly funded report is not readily publicly available free in digital form.

You did not answer my question as copyright "Do Brent Borough owns the copyright to the report, or if not who is the successor organisation that it passed to?"
Please could I have an answer.

I just do not understand the comment that "library collections are covered by the Councils Publication Scheme", please could you explain what this means and the relevance with links to relevant material

Yours faithfully,

R Jones

Freedom of Information, Brent Borough Council

Dear Mr Jones

Thank you for your email of 29^th June 2014.

We are sorry we missed your additional request about copyright.  We have
recorded this as request 222182427 with an effective date of 8^th May.  A
response will be sent to you as soon as possible.

We have recorded your request about who carried out the internal review as
request 222183331 and will respond within 20 working days of receipt.

None of the other matters would appear to be requests for recorded
information held by Brent .   As advised if you are dissatisfied with the
outcome of request 222040080 then you have a right of appeal to the
Information Commissioner.

Publication Schemes are provided for by Section 19 of the Freedom of
Information Act:

It shall be the duty of every public authority—

(a)to adopt and maintain a scheme which relates to the publication of
information by the authority and is approved by the Commissioner (in this
Act referred to as a “publication scheme”),

(b)to publish information in accordance with its publication scheme, and

(c)from time to time to review its publication scheme

The idea behind Publication Schemes is that where public authorities
already make information available to the public then  the information
made available in that way is exempt from the right of access under
section 1 of the Act because the information is deemed to be readily
available under section 21 of the Act.

Brent has adopted the model publication scheme devised by the Information
Commissioner for principal local authorities and this included information
held by its library and archive service.

Regards
