We have estimated that to prepare this information would take far in
excess of two and a half working days to complete this task.

Under Section 12 of the Act, a public authority is not obliged to comply
with a request if it considers that to do so would exceed the appropriate
limit.  This limit is defined in The Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 as £450, which
equates to 18 hours of work at the standard rate specified in the
Regulations of £25.00 per hour.

In this case, we are of the view that this limit would clearly be exceeded
were we to attempt to comply with this outstanding part of your request at
the present time.  This being the case, we consider the provisions of
Section 12 apply here.

In accordance with our obligations under Section 16 of FOIA, in these
circumstances, we normally direct requesters to alternative sources of
information, ask them to refine their request or reduce its scope in order
to be able to respond within the appropriate limit.  However, given the
specific focus of your request on consultancy, and the issues set out
above, it is difficult to see how this could be achieved in this case.

I appreciate that you will be disappointed by this response, however, if
you disagree with this decision or are unhappy with the way in which your
request has been dealt with, you are entitled to complain in the first
instance to:
