Please pass this on to the person who conducts Freedom of Information reviews.

I would like to request the following breakdown of the Council's hardware maintenance and costs:

A list of the models of the physical servers, storage devices, tape libraries, network switches and routers under support contracts; as well as the cost and duration of said contracts, with start and end dates and service level associated with the equipment. Could you also supply the names of the suppliers of aforementioned support services?

I would also request the name of the person/s in your organisation responsible for the maintenance support contracts.

I am writing to advise you that the Council has decided not to
disclose the information you requested on 25th January.  I
apologise for the delay which has occurred whilst the Qualified
Person made their determinations.  In accordance with s.17 of the
Act this letter acts as a Refusal Notice.

The information you requested is being withheld under the
exemption(s) described below.  In applying this exemption we have
had to balance the public interest in withholding the information
against the public interest in disclosing this information.  The
reasons why the public interest favours withholding information
are also described below.

The exemption applied is:
S36 Prejudice to effective conduct of public affairs

This applies because:
In the opinion of the qualified person, disclosure of such a
list could be likely to enable the council's network to be
compromised which would therefore be likely to prejudice the
effective conduct of public affairs.  The Council’s security
and data may be compromised, which may be subject to hacking,
and any such actions would mean that the Council would have to
shut it’s ICT network down, thus being unable to continue to
conduct the Council's day-to-day business.

It is the Council’s view that the public interest in disclosure
in withholding the information outweighs the public interest in
disclosure.  The public interest is best served in the
Council’s ability to maintain a functioning and secure ICT
network that provides access to its operational systems.

If you have a complaint about the handling of your request you may
ask for an internal review and you should submit this in writing

If you are not happy with the outcome of the review, you have the
right to apply directly to the Information Commissioner for a
