Dando, Garry (MMO), Marine Management Organisation

Dear Monika,

Thank you for your request for information, received on 16 March 2017.

We want to be as open as possible in answering requests and as part of this help people obtain the information they are looking for. From our preliminary review, it is clear that we will not be able to answer your request without further information.

In order for us to fully understand and identify what information you are interested in, I would be grateful if you could clarify what you mean by 'inspections'. As we license, regulate and plan marine activities in the seas around all of England, the Marine Management Organisation (MMO) will conduct a number of inspections in line with this remit.

For example, we co-ordinate an enforcement programme for monitoring, control and surveillance of all sea fishing activity within British fishery limits around the coast of England, and UK vessels operating outside those waters. This enforcement programme includes the inspection of fishing vessels at sea and in port, inspections of fishing industry premises, fish markets and other locations around the coast and further inland by marine enforcement officers. More detail on this enforcement work is available in our published Compliance and Enforcement strategy, available on our website at the following link https://www.gov.uk/government/publicatio....

We will also conduct inspections to ensure the appropriate conditions applied to Marine Licences have been met. Further information on Marine Licensing is available on our website at the following link: https://www.gov.uk/topic/planning-develo....

If your request does relate to the inspections as outlined above, I would be grateful if you could confirm this in writing so that your request can be progressed accordingly. In addition, where your request currently refers to number of inspectors and inspections per year, do you mean the current number of individuals currently employed by the MMO who carry out such inspections? It would also be helpful if you could specify which years you are interested in for the number of inspections specifically.

We wanted to give you an opportunity to reconsider your request and describe more precisely the information you wish to receive. I therefore request that you provide further details within 20 working days or we will assume you do not wish to progress your request further.

If you would prefer to discuss your request over the phone, please feel free to contact me directly.

Kind regards,

MMO Access to Information, Marine Management Organisation

Dear Ms Wisniewska ,

Thank you for your request for information about IT budget and systems data, which we received on 16 March 2017. We are dealing with your request under the Environmental Information Regulations 2004 (EIRs).

As you may be aware organisations have up to 20 working days in which to respond to a request from the date of its receipt. However, in certain circumstances it is necessary to extend this time limit up to a maximum of an additional 20 working days, where an organisation reasonably believes that the complexity or volume of the information requested means that it is impracticable to comply with the request within the earlier period. In this specific case, I regret that we must extend the time limit for responding by 4 working days.

This extension is to ensure that any response issued is complete and represents all relevant information held by the MMO. I hope to let you have a response to your request no later than 21 April 2017. However, please be assured that efforts to expedite your request in advance of this date continue.

Kind regards,

MMO Access to Information, Marine Management Organisation

Dear Monika,

I write in response to your request for information, received on 16 March 2017. We are handling your request for information under the Environmental Information Regulations 2004 (EIRs) and the Freedom of Information Act 2001 (FOIA).

I can confirm that 4,356 inspections were conducted under authority of the Marine Management Organisation (MMO) in 2016. The MMO currently employs 52 officers with specific responsibility for conducting inspections on behalf of the organisation.

Although we are able to confirm that we currently operate two IT systems which maintain records of inspections conducted by the MMO we are unable to provide a breakdown of the current IT budget for these systems specifically as it is included as part of a wider IT budget for which we hold no breakdown. However, there is a breakdown of wider expenditure, including that related to ICT, within our published annual report and accounts for 2014-15 and 2015-16 available at the following link on our website: https://www.gov.uk/government/uploads/sy...

If you require any further advice or assistance, please contact me in the first instance. Additionally, if you are unhappy with the way the MMO has handled your request for information, you can request an internal review by writing to Internal Reviews, Access to Information, at the MMO, Lancaster House, Hampshire Court, Newcastle Business Park, Newcastle upon Tyne, NE4 7YH or e-mail [email address].

If you remain dissatisfied with the handling of your request you have a right to appeal to the ICO. The ICO can be contacted at: Wycliffe House, Water Lane, Wilmslow, SK9 5AF. Tel 0303 123 1113 or http://www.ico.org.uk/complaints. There is no charge for the internal review or making an appeal to the ICO.

Yours Sincerely,
