Since the employment of kingdom security and in realtion to FPNs to date how many have been appealed on the grounds of been issued to a vulnerable person:

What was the out come of these appeals.

If cancelled at what stage of the process.

What steps are taken to avoid a vulnerable person been repeatedly targeted and issued with FPN

Have there been any requests for “no go” areas and if so have the requests have been met.

Please provide a list .

Vunerable person defines as:

Vunerable Adult are defined as individuals aged over 18 who:
• have needs for care and support (whether or not the local authority is meeting any of those needs) and;
• is experiencing, or at risk of, abuse or neglect; and
• as a result of those care and support needs is unable to protect themselves from either the risk of, or the experience of abuse or neglect.

We write further to your recent Freedom of Information request in which
you asked:

You subsequently provided clarification in respect of the term ‘vulnerable
person’ which you defined as being:

 

Individuals aged over 18 who:

• have needs for care and support (whether or not the local authority is
meeting any of those needs) and; • is experiencing, or at risk of, abuse
or neglect; and • as a result of those care and support needs is unable to
protect themselves from either the risk of, or the experience of abuse or
neglect.

 

Having considered the scope of your enquiry, we must advise that Wirral
Council does not hold the requested information.  Where a representation
is made on medical grounds in respect of a FPN, each case is considered on
its own merits and where a legitimate reason is identified and relevant
information is provided by a health professional, a FPN will be cancelled.

 

Our database recording system is not sufficiently robust as to distinguish
between those tickets which have been cancelled on medical grounds and
those where evidence has been produced to suggest that the person is
‘vulnerable’ as per your definition.

 

We are unable to assist you further with your enquiry.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Issuing of FPNs to vulnerable persons'.

Not all questions were answered sighting data base as a reason when this information doesn’t require a data base.

We refer to your email of 18 June 2018 in relation to Kingdom Security.

 

In response to the specific questions asked, please see below:

 

Q.           What steps are taken to avoid a vulnerable person been
repeatedly targeted and issued with FPN

 

Officers do not target any group and will approach anyone that they
witness committing a relevant offence.  If an individual has had a fixed
penalty cancelled and been identified as someone it would be inappropriate
to issue a fixed penalty in future then the officers would be advised. An
officer still may not recognise that individual until they interacted with
them, so they may still be approached.

 

Q.           Have there been any requests for “no go” areas and if so
have the requests have been met.

 

The officers have not been directed not to patrol certain areas in order
to avoid vulnerable persons.
