Isle of Anglesey County Council Schools Review - Amlwch Area - Secondary School Provision

Response to this request is long overdue. By law, under all circumstances, Isle of Anglesey County Council should have responded by now (details). You can complain by requesting an internal review.

Dear Isle of Anglesey Council,

In the public engagement document for the Schools Review in the Amlwch area, it is stated, on page 13, that 7% children travel IN from outside the catchment area for Ysgol Syr Thomas Jones. Please provide similar data for the other 4 secondary schools, ie:-

Ysgol David Hughes
Ysgol Uwchradd Bodedern
Ysgol Uwchradd Caergybi
Ysgol Gyfun Llangefni

Please also provide data for all 5 secondary schools indicating the % of children who travel OUT of their catchment areas to attend secondary school, split into those travelling in-county and those travelling out-of-county (eg Gwynedd).

Please provide all data for the academic years 2016/17 and 2017/18, in addition to the first half term in the academic year 2018/19.

Following your recent FOI request please see attached and below our response :-

Our management system does not hold the information in a way that would enable us to easily extract the information requested. In order to obtain a more accurate figure it would be necessary to check the names and addresses of nearly 4,000 secondary school pupils. Given the number of records involved, we estimate that it would take more than eighteen hours work to extract this information and make it available to you. This means that under Section 12 of the FOIA, where the cost of compliance exceeds the appropriate limit of 18 hours work, the Council is not obliged to provide you with this information. The FOIA provides a right of access to information held at the time a request is made. The Act does not require research to be undertaken to effectively create new information.

If you are dissatisfied with any aspect of this response to your request for information, and / or the decision made to withhold information, you may ask for an internal review. Dear Isle of Anglesey Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Isle of Anglesey Council's handling of my FOI request 'Isle of Anglesey County Council Schools Review - Amlwch Area - Secondary School Provision'. I find it difficult to believe that you cannot access the information requested - you are currently consulting on the future of the island's secondary schools, and this information is key. You are able to provide the figures for how many children attend Ysgol Syr Thomas Jones from out of catchment (7%), yet you are unable to provide figures for how many children from the YSTJ catchment travel out of catchment to other schools. To make it easier for you, please concentrate on providing the figures for the YSTJ catchment area only. I see from statswales.gov.wales that 479 children attend YSTJ, whilst 1101 attend Ysgol David Hughes. As you are able to provide the 7% travel in figure for YSTJ, surely the same can be done for YDH. Further, as the Local Education Authority, I find it difficult to believe that you do not have information to hand in an electronic, easy to filter, database about where every one of the island's children go to school (including home schooling), since parents are legally required to send their child to school/home school - how do you check that all children are actually being educated?

This information is important to the consultation of the future of YSTJ. It should be readily available both to the full Council and local residents before any decision is made.
