Is the Workforce Planning fully implemented and the with-held payment to IBM/SWOne now made?

Dear Avon and Somerset Constabulary,

The SAP Workforce Planning module (for shift planning & rostering) in the original SAP implementation by IBM/SWOne in April 2009 was not "fit for purpose" and the Constabulary continued using the existing Workforce Planning NSPIS HR DMS v9.0.3 software, later in August 2014 upgraded by Capita to Origin v20 (after their acquisition of former supplier).

A previous FOI in 2014 showed that the Workforce Planning module (originally meant to have been in the SAP implementation) was not fully integrated into SAP and a final payment to IBM/SWOne had been with-held:

On 24th Oct 2014 you stated:

"The first phase, to upgrade the constabulary’s roster application has been successfully completed. The next phase, to interface it to SAP to complete the solution which IBM are committed to deliver is now in the design phase.

IBM is already contracted to deliver Workforce Planning under the contract already signed and paid for under the transformation programme. It was budgeted for in 2007 when the original SAP solution was ordered from IBM. Therefore there is no specific budget for workforce planning.

The final SAP payment has been withheld and remains withheld until the final phase is successfully delivered. The amount is £371,750. No interest has been charged.

IBM has been held to account for delivery and the final payment withheld until delivery is complete. This has been managed formally under the contract provisions. It has not been necessary to enter into formal dispute resolution procedures or expensive legal proceedings as the constabulary and IBM have worked together to find a solution."

Q1. Has the interface between Workforce Planning and SAP now been completed satisfactorily? If so, when was that formally signed off for acceptable delivery? If not, what action has been taken and what is the latest position?

Q2. Has the with-held final SAP payment of £371,750 (from the April 2009 implementation ) been paid? If so, what date was the final SAP payment made?

I write in connection with your request for information dated 11^th

Specifically you asked:

     Q1. Has the interface between Workforce Planning and SAP now been

     completed satisfactorily? If so, when was that formally signed off

     for acceptable delivery? If not, what action has been taken and

     what is the latest position?

    

     Q2. Has the with-held final SAP payment of £371,750 (from the April

     payment made?

 

The answer to both the above questions is no. An agreement has been
reached between the Constabulary and IBM to implement a solution that
delivers the requirements outlined in the 2007 contract negotiations and
achieves additional functionality now requested by the Constabulary.
Implementation has continued since your last request through a series of
upgrades and system interfaces. We are now in a position to complete
implementation of an improved final product this summer.
