This relates to case reference: PRHP/RT/16/0254.

In July 2017 there was an inspection of the property in Sanquhar, followed by a Hearing. During the latter, the Tribunal member, Surveyor, Mr A Taylor, stated that the property failed to meet the Repairing Standard, being neither windproof, nor watertight. The landlord failed to carry out works to comply with a Repairing Standard Enforcement Order which had been in place for 13 months at that time.

There was further inspection in October 2017 and during this Mr A Taylor stated that the Repairing Standard Enforcement Order (RSEO) had not been complied with. When his report came out it said that the property had been repaired, when it had not, and that the RSEO had been complied with. Dumfries and Galloway Council, who submitted the application originally, undertook an inspection and stated the property was neither windproof, nor watertight, plus it was not fit for purpose. They took photos which demonstrated this and evidence is available.

The Tribunal had a further inspection and Hearing on 1st February 2018 and they held the RSEO had been met. This was despite the fact no works had been undertaken to make the property windproof and watertight, in fact the was water penetration visible on the day they inspected it.

There have been a series of very dubious decisions made by the Tribunal members, Ms J Taylor and Mr A Taylor (plus Mr M Links before this). The Housing and Property Chamber refuse to respond to correspondence from the third party, this has included allegations of corruption.

How can Tribunal Members conduct themselves dishonestly in this manner?

What checks are made on the conduct of Tribunal Members in relation to outside influences such as Freemasonry?

Have any complaints been made against Ms J Taylor, Mr A Taylor and Mr M Links in their time as Tribunal Members?

Are any of these three individuals members of Freemasonry, or The Eastern Star? Do they have connections with Freemasonry/Eastern Star otherwise?

Why has the Housing and Property Chamber declined to respond to issues surrounding this case which indicates they are devoid of integrity and corrupt?

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Scottish Courts and Tribunals Service's handling of my FOI request 'Is the Housing and Property Chamber run by corrupt Freemasons?'.

Given the serious nature of the concerns over the conduct of the Tribunal Members of The Housing and Property Chamber, it is in the public interest that the FOI questions should be investigated and information provided in respect of them. It is unacceptable for you to decline to deal with these in view of the criminal conduct Tribunal members have engaged in which has been witnessed by independent third parties. There is also written material, plus recordings of proceedings, which corroborate the corruption that has existed here.

There was a justified complaint against Mr Mike Links, Tribunal member and surveyor. Despite the fact the conduct of Mr Links was unlawful and breached the rules governing Tribunal members, the similarly corrupt official (a judge) who investigated this decided to act unlawfully as well and cover up for his presumed fellow Brother. It isn't accepted that this complaint was unsubstantiated as the process relating to this was corrupt as well. Mr Links spent at least 15 minutes talking to the landlord, Michael Monk, outwith a Hearing. This is a breach of the rules governing Tribunal members. He allowed Monk to defame his tenant and engage in a conversation which included very many false statements on Monk's part. Links took no action to remove himself from this situation and later made decisions which favoured Monk. He is corrupt. Information supplied is that this case has been influenced by Freemasonry and Freemasons acting to protect one another.

The manner in which the Housing and Property Chamber conduct themselves calls for an enquiry just as long as it is genuinely independent and not subject to the same corrupt influences as this so called judicial body.

There is clearly a deliberate policy of favouring landlords and engaging in a hostile attitude towards tenants. The attitude of Ms J Taylor had a demonstrable bias against the tenant in the case on which this request as based.
