Is it correct that ANBC Has decided because of Covid to not reply to Freedom of Information requests ?

Is it Correct that ANBC Have decided not to reply to the Rate paying Public ref Freedom of Information Requests ?
How many other Councils in Northern Ireland have implemented this if correct ?
