In accordance with the Freedom of Information Act, please can you provide answers details on the 1St lot of IPC grants;

1) How many care services operate within your local authority?
2) How many care services had opportunity to access the IPC grant?
3) How many care services (% or number) were able to successfully claim the full amount of the grant available to them?
4) How many care services (% or number) were able to successfully claim part of the grant available to them?
5) How many care services (% or number) were unable to make any claim against the grant available to them?
6) Of those who made part or no claim, what were the reasons they were unable to utilise this fund?
Have any changes been or prosed to be made for the next round of grant?

Further to your recent Freedom of Information enquiry, please see below
our response to your questions. Please note that the information below
relates to the first batch of IPC grants – Round 1 from May 2020 to
September 2020:

 

1)                   How many care services operate within your local
authority?

o There are approximately 127 Care Homes and approximately 70 Community
Care Providers who operate in the Borough, therefore around
approximately 200 care providers.

 

2)                   How many care services had opportunity to access the
IPC grant?

o The Round 1 of the Infection Control Grant was aimed at the Care Home
Sector, and the Council had some discretion to pay other types of
providers also - all 127 Care Homes could access the funding.
o 250 Care Homes/Care/Support organisations received free PPE from
Wirral Council through the IPC grant.

 

3)                   How many care services (% or number) were able to
successfully claim the full amount of the grant available to them?

o 145 Care providers in total received direct funding from Infection
Control Round 1.

 

4)           How many care services (% or number) were able to
successfully claim part of the grant available to them?

o 118 Care Homes, 26 Community Care Providers and 1 Health Trust claimed
and received the funding direct.

 

 5. How many care services (% or number) were unable to make any claim
against the grant available to them?

o 7% of care Homes refused funding, 63% of Community Care Providers did
not receive funding

 

 6. Of those who made part or no claim, what were the reasons they were
unable to utilise this fund? 

o If Providers who the Council agreed were in scope for the round one
infection control fund, agreed to meet the grant conditions then they
would receive full payment that was agree by the Council.
o If the providers refused to comply with the grant conditions then they
would not receive a payment.

 

 7. Have any changes been or proposed to be made for the next round of
grant?

o Yes the eligibility categories of the Infection Control fund Round 2
are different to infection control funding for Round 1.
o Round 2 Funding has been made available to all Care Providers in the
Borough that are known to the Council through a local Branch being
registered with Care Quality Commission, or they deliver services
commissioned by the Council.
o Drug and Alcohol Services are eligible in Round 2 of the Infection
Control Funding and have also been offered the funding.
