Dear British Broadcasting Corporation,
What legal right TV licensing has to invoice my debit card whit out, pre warning/reminder, sending a letter, an email or even TXT message, that will be taken your money? Even insurance or any other company won’t do it? is not possible to remember every debit in your life without pre warning/reminder.

To be fair, if you don't want your card debited, DON'T give out the number!
By doing so, the burden falls on you to ensure you have enough money. Whilst you may be able to request your bank reverses the transaction due to no advance notice, they can (and do) take it again unless you allege your card has been compromised. Naturally, to have to chase to get your own money back, so is not ideal.
