Dear Glasgow City Council,

Can you confirm the members of the interview panel that appointed Mr. Tom McCabe to the position that he currently has within Glasgow City Council and identify which of these was the leader of the panel?

Can you confirm the identity and age of the previous incumbent of the post?

Can you confirm the finishing salary of the previous incumbent of the post?

Can you confirm that the previous incumbent of the post in question retired on a Council package under what is referred to within the Council as the "over 50s" rule?

Can you confirm that the position this individual was retired from was declared as a surplus position and a role that the Council determined was no longer necessary?

Can you confirm that the position this individual was retired from was identified by the Council as an "opportunity to cut spending"?

Can you confirm that it is not Council policy to have a Council employee in the position of Executive Director as a member of an interview panel?

Can you identify and outline the circumstances where someone at Executive Director level would be asked to participate in interviews as a member of the interviewing panel?

Can you confirm that Mr. George Black would be the only member of Council staff that could instruct an employee at Executive Director level to sit on an interview panel?

Dear Glasgow City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Glasgow City Council's handling of my FOI request 'Interview Panel'.

Thank you for the information provided. I believe that your insistence on withholding the identity of the previous incumbent of the post in question is wrong. As an employee of Glasgow City Council, he was in place to represent the council tax payers of the city and, as such, his or her identity should be subject to public scrutiny.

Should a Council, indeed any public body, insist upon withholding the identity of individuals employed for public service and remunerated from public funds then the transparency essential to achieve and retain public confidence is eroded - how would it be possible to identify relatives of council officials, whether elected members or appointed employees? How would it be possible to eliminate cronyism and nepotism as a motivation for the appointment of certain individuals?
