International Nurse Recruitment

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to any international nurse recruitment undertaken by the Trust. Specifically, can the Trust answer the following:
1. How many Nurses did the Trust recruit internationally in the period 2019-2021?
2. Please can the Trust detail the split of these Nurses by specialism / discipline / band?
3. Please provide the number of international Nurses provided by each supplier in this period?
4. For International Nurse recruitment can the Trust provide a complete breakdown of spend per supplier for 2019, 2020 and 2021?
5. Which framework(s) does the Trust use for international recruitment of Nurses?
6. Can the Trust confirm whether the contracts in place were tendered for via a framework mini competition (or direct call-off) or open procedure?
7. Per respective tender please confirm the suppliers who applied for inclusion and were / were not successful?
8. Could you please provide a copy of the tender specification given to all bidders for when this contract was last advertised?
9. Start date and duration (including extensions) of any live / active contracts in place for international recruitment services for Nurses?
10. Has a decision been made yet on whether the framework(s) / contract(s) are being either extended or renewed?
11. Who is the key procurement contact in procurement and senior officer (outside of procurement) responsible for the contract(s)?

Some of the questions NHS Wales Shared Services Partnership (NWSSP) can answer. Specifically, questions 5 to 11. Therefore, we have allocated FOI reference 15-22 to your request and formally acknowledge it.

Further to my acknowledgement to your request dated 15^th June 2022, I now
have a response in relation to those questions answerable by NHS Wales
Shared Services Partnership (NWSSP). The questions and each answer are
laid out below as follows:

Health Trust Europe LLP Framework Agreement for National and International
Permanent Recruitment Solutions with Recruitment Process Optimisation
(Ref: 2019-042671, Lot 1b:Permanent Recruitment Solutions for
International Healthcare Workers).

 

6. Can the Trust confirm whether the contracts in place were tendered for
via a framework mini competition (or direct call-off) or open procedure?

Direct Award

 

7. Per respective tender please confirm the suppliers who applied for
inclusion and were / were not successful?

As this was a Direct Award no suppliers applied or were unsuccessful.

 

Contracts were awarded to the following:

• Medacs Healthcare PLC
• My Healthcare Recruit Ltd
• Your World Recruitment Ltd
• ID Medical Ltd

 

8. Could you please provide a copy of the tender specification given to
all bidders for when this contract was last advertised?

The contract was advertised and awarded by Health Trust Europe. NWSSP
Procurement Services did not advertise anything or prepare and contract
specification.

 

9. Start date and duration (including extensions) of any live / active
contracts in place for international recruitment services for Nurses?

7th January 2022 for a period of 12 months

 

10. Has a decision been made yet on whether the framework(s) / contract(s)
are being either extended or renewed?

No
