Dear West Lothian Council,

For the attention of the Chief Solicitor

Please advise who would be considered a Safeguarding Partner in an IRD?

On 11th August 2018 how many safeguarding partners were present at the Inter Agency Discussion?

Were there any civilians present at the above IRD?

So that a ‘cluster’ of concerns could be given face to face?

Please provide a definition of ‘Cluster’ of concerns? I.e. how many boxes must be ticked or hit to incite an IRD and completion of form CP14, the CP14 proforma that is required in law, to document the cluster of concerns? Or please advise the number of this form if the CP14 has been superseded?

Are Social Policy/Social Work obliged to provide or withhold a completed form CP14 from the parent of whom the concerns were discussed face to face?

Are Social Policy/Social Work obliged to in the least advise or make reference to the cluster of concerns made about them.

Is it not the right of the accused parent to be made aware of accusations made against them at any point of your proceedings?

Or is this data kept on the official record without the data subjects knowledge?

As by which time there was no risk to the child (not that there was anyway) due to a false arrest and a disproportionate undertaking of bail conditions that did not allow the parent to approach or talk to the children.

Please note the parent does not pose a threat to the children as no bail conditions were broke, and the parent went all the way through the judicial system unsupported to acquittal. Therefore innocent, and still has no contact with the child(ren) due to your disproportionate actions.

Are there any other named forms that require to be completed along with the full minutes of the meeting?If so please list the relevant forms that require in law to be completed?
