I hope this advice might be useful. The BBC is likely to respond stating that it holds no documents that are instructions ... Information is more likely to be illicited if the request is frames along the lines of 'please provide me with copies of all documents, emails, notes of meetings, notes of phone calls, text or other messages or any other document where the no to austerity march or the peoples assembly was mentioned from a particular date. If you know someone with working knowledge of BBC news they will be able to inform you of the routine documents that are produced in the course of the day each day etc which can help.

I don't know if this is of any use to you, but I used to work at a local BBC station, and not once did I ever recieve a single email stating we weren't allowed to talk about a particular issue, or specifying a BBC wide position on a specific issue. Not even at a local level from the Managing Editor of the station.

The only emails I ever recieed giving instructions on journalism were ones on pronounciation, or ones remindning people not to comment on ongoing legal cases.

I obviously don't know how the national news plan their shows, but at a local level it was as simple as the production team having a conversation on what the audience would be interested in and respond to.
