Your e-mail requesting a copy of the most up-to-date Inspector guidance
for planning conditions together with any list of model conditions has
been passed to me for reply.

There is a chapter within the Inspector Training Manual on conditions
which provides practical advice to Inspectors. With regard to ‘model’
planning conditions, we have an internal suite of suggested conditions
which is used as part of Inspectors’ training materials. These conditions
are not ‘models’ as such, they are simply a starting point and do not
cover every situation where a condition may be imposed; the actual wording
may also need to be adapted to address the specific circumstances of a
particular case. The applicability of any condition, whether from our
suite or those retained in the still extant [1]Appendix A of cancelled
Circular 11/95: the use of conditions in planning permissions, will need
to be considered in light of the current guidance within the [2]Planning
Practice Guidance and the six tests in the [3]National Planning Policy
Framework.  

Copies of the Conditions chapter of the Inspector Training Manual along
with our suite of suggested conditions are attached for your information,
but please note that they are ‘living’ documents and subject to regular
updates based on legislative changes, Court decisions and practical
experience. I would also stress that this training material does not
constitute Government policy or guidance; nor does it seek to interpret
Government policy. In the event that there appears to be a discrepancy
between this material and national policy / guidance, any national policy
and guidance will be conclusive.

I have attached here part 1 of 2 of the most up-to-date version of the whole of the Inspectors Training Manual, as requested. It was necessary to split the Manual into two parts, due to the size of the file. Part 2 will follow very shortly.

As mentioned previously, the Manual is subject to regular updates, and the Manual does not constitute Government policy or guidance and does not seek to interpret Government policy. In the event that there appears to be a discrepancy between the Manual and national policy / guidance, any national policy and guidance will be conclusive.
