Please provide the following details of any inspections by the Environment
Agency of the impermeable high-density polyethylene environmental membrane
underlying the following sites:
1. Singleton Oil Site/ IGas
A286, Cobblers Row to Middlefield, Singleton PO18 0HL
2. Horndean B, Sheepwash Road, Horndean, Hampshire PO8 0DS
Horndean X, Pyle Farm, Horndean, Hampshire PO8 0AJ
3. Larkwhistle Farm, Hampshire (IGas)

Please can you report:

1. The date of any inspections

2. The result of any inspections

3. How was the liner inspected

Please also answer the follow questions:

1. Have any of the surface materials covering the membrane been removed
during the inspection(s).

2. If material was removed, what proportion of the site did this cover?

3. If the EA has not inspected the site membrane, has the organisation
received results of any other inspection by either IGas, a
suitable contractor or other regulator?

Dear Environment Agency,

I am writing to request an internal review of Environment Agency's handling of my FOI request 'inspection HDPE /impermeable membrane IGas sites at Singleton, Horndean, Larkwhistle'.
I note that you have not confirmed or denied whether the authority holds this information, and have not applied an exemption that would remove this obligation.

As you may be aware, Section 1(1) of the FOI Act (https://www.legislation.gov.uk/ukpga/200...) states that "Any person making a request for information to a public authority is entitled to be informed in writing by the public authority whether it holds information of the description specified in the request".
I would be grateful if you could clarify whether or not this information is held, or specify which exemption of the duty to confirm or deny you are applying.

Thank you for your emails below of 18 November 2021 and 22 March 2022.

 

We apologise for the delays that have occurred in responding to you with
your requested information and any inconvenience this has caused.  This is
because we have been receiving a very high number of enquiries and are
responding in date order as soon as we are able to. We are making every
effort to address this issue.

 

Regarding your request, please find attached the details of the one
inspection of the impermeable high density polyethylene membrane
underlying the three highlighted sites.  This inspection was carried out
at the Singleton Oil Site on the 08/09/2010, and inspection of the site
included the installation records of the HDPE liner installed as part of
the site expansion.  No other inspection of the HDPE liner has been
carried out at these sites.  Please note that the HDPE liner forms part of
the entire containment system for the site.  The containment system is
inspected on a regular basis and are subject to an full review as part of
the improvement programme included as part of the Oil and Gas sector-wide
review.

 

We respond to requests under the Freedom of Information Act 2000 and
Environmental Information Regulations 2004.  We have redacted the document
enclosed where it contains personal data and, as a public body, are
required to provide a formal letter of notice (attached) that gives an
explanation for the reasons for this.
