Dear Department for Business, Energy and Industrial Strategy,

JE Baring & Co solicitors (debtors petitions ) Chatham /Southend Insolvency Service - Michael Abram Goldstein IP

The Insolvency Service have refused to answer this FOI request since 7 September 2018 or carry out an internal review request on 8 September 2018 and your department is responsible for the Insolvency Service who are concealing information and data .

The Insolvency Service is not allowed to collude and cover up information and the actions of it's employee's or others. This will be passed to the ICO to make a decision for failing to release information.

Please provide under FOIA how many debtors' petitions have been received by Chatham Office Insolvency and Southend Office Insolvency Service in September 2015, inconnection with solicitors' firm JE Baring & Co a partnership firm and Michael Abram Goldstein IP.

Name the Official Receiver in each office.

Date a debtor's petition was received and the office that received it.

The date the petition was filed by a debtor and how and where it was filed ( the county court or money claims centres etc ) and if a debtor signed /approved the petition.

The date a bankruptcy order was made on behalf of the debtor and the name of the county court, specifically any made in the county court hearing centre at Maidstone.

List the fee paid and date it was received by your office from JE Baring & Co who makes these bankruptcy applications on behalf of Maidstone Borough Council and it is presumed without the consent of the local authorities "customer". Please provide a list all those with consent and those without.

Please also include any debtor applications ( the date) by a debtor to make themselves bankrupt after April 2016 to the Adjudicator instead of the county court, especially for bankruptcy orders made in the month of May 2016 received by Official Receiver at Southend Justin Dionne or Chatham Office by Andrew Stanley, after the county court's authority to deal with administrative insolvency matters for debtor petitions was removed.

Also provide the same information as above for any debtor applications in October 2018..

Dear FOI Requests,

So what is your department doing to ensure that the Insolvency Service follow the law and answer the questions put to them under the FOIA, when they refuse to answer and this is concealment and conspiring to defraud and also a criminal offence as is unjust enrichment.Especially if the Insolvency Service and Official Receiver's and their office staff know that these "customers" are being deceived and treated as if they agreed and consented to being made bankrupt by the local authority when they did not.

If Maidstone Borough Council does not have a cross-border element how are they managing through their external solicitors Bradley Keith Bloom SRA ID 259161 and Allan James Hooper SRA ID 205691 a solicitors partnership firm J E Baring & Co SRA ID 46559 to obtain a Bankruptcy Order on Debtor's Petition Form 6.30 , Settlement and content of Bankruptcy Order Rule 6.45, Certificate of summary administration Rules 6.48.

'And the court being satisfied that the EC Regulation does apply and that these proceedings are Main proceedings as defined in Article 3 of the regulation.'
