3 - Cost to date of work to prepare the sealed TRO

4 - All correspondents in relation to these yellow lines and the draft/sealed TRO between officers, councillors, other local authorities and other parties? Including information on the delay in completing the sealed TRO.

Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to double yellow lines at Ingress
Park, Greenhithe. I am pleased to provide the response below:

 

1 - Cost of the consultation for the TRO and public consultation related
to these lines?

This data is not recorded by KCC.

 

2 - Cost of the installation of these lines?

This information is commercially sensitive and if released into the public
domain, would be prejudicial to the commercial interests of third parties;
this would therefore hinder fair competition by giving rival companies an
unfair advantage in future negotiations.

 

The exemption relied upon here is specifically s43(2) which states that
“Information is exempt if its disclosure under this Act would, or would be
likely to, prejudice the commercial interests of any person (including the
public authority holding it).” We consider the public interest is best
served by promoting a competitive market operating on a level playing
field and therefore public interest in maintaining the exemption outweighs
the public interest in disclosure on this occasion.

 

3 - Cost to date of work to prepare the sealed TRO

This data is not recorded by KCC.

 

4 - All correspondents in relation to these yellow lines and the
draft/sealed TRO between officers, councillors, other local authorities
and other parties? Including information on the delay in completing the
sealed TRO.

 

We have no records of discussion between KCC and DBC on enforcement.
Delays have been incurred due to a lack or Order writers at KCC.

 

5 - A copy of the draft TRO?

 

Please see attached information.

 

6 - Project plan for these lines and TRO?

 

The TRO order is to be sealed on Thursday 7^th December and advertised in
the Kent Messenger on 8^th December. As such, the TRO will enforceable by
Dartford Borough Council on Monday 11^th December.
