Internal Review Request

As the government has committed to full transparency over HS2, releasing the IPA HS2 Report
which is nearly 3 years old, that echoes the HS2 Ltd Chairman's Stocktake & DfT internal review
conclusions ie "that successful delivery is unachievable" with the £56bn budget, should be
a straightforward decision.

You have decided that it is not so & stated that as in the past you will abuse ICO section 10.3.b and
push back answering ad infinitum.

You have used this ploy before, to avoid answering straight forward FOI's for information that has been used by Ministers to make major decisions and as such should be in the public domain.

As such I request an immediate internal review.

While the process of responding to your request for information is ongoing
it will not be possible to conduct an internal review.

It is occasionally necessary to extend the 20 working day time limit for
issuing a response. The Freedom of Information act allows a public body to
extend the 20 working day time limit in order to consider the balance of
the public interest in relation to a request.

Dear Infrastructure and Projects Authority,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Infrastructure and Projects Authority's handling of my FOI request 'Infrastructure and Projects Authority 2019 HS2 Review'.

Although you eventually replied, when forced to by the ICO, the handling of my request was not handled under FOI laws as you did not reply within 20 working days & gave no reason for the extension and none was justified as this was a simple request ie send the report or don't.

You then refused an internal review on the grounds that a you were in the process of responding, this is not covered by FOI Act and as such is illegal.
