Dear Cabinet Office,

Under the terms of the FoI Act 2000, I request disclosure of all information- whether paper or electronic- from which Tony Blair came to the 'unequivocal view' that Iraq had committed further material breaches of UN resolutions- a view he put in writing to Attorney General, Lord Goldsmith, on 15 March 2003. This information may take the form of intelligence briefings on new findings about Iraq's WMD; reports etc. It should also include e-mail and other correspondence, records of meetings which lend an explanation to how this 'view' was formed.

Dear FOI Team Mailbox,
I am not looking to drafting a new FoI request for this. The scope of what I seek is expressed in a specific enough way. I shall set the request within a time period. This should reduce the cost involved. I am only interested in information upon which Blair drew in determining his 'unequivocal view' over the week leading up to 15 March 2003. Thus, the period would be from 08-15 March 2003.

With reference to my previous correspondence limiting the time period this request is interested in, it would also be useful if you could confirm the existence of any written document produced either by or for Tony Blair which specifically explains how he came to his 'unequivocal view' that Iraq was in 'further material breach" on 15 March 2003. If the existence of such a document or documents are confirmed, I request that they should be disclosed as highly pertinent to my original request.

Dear FOI Team Mailbox,

I will clarify my request following your last correspondence; I seek disclosure of all records- on paper or in electronic form- made either by Tony Blair personally or his civil servant advisers which describe the content of and explain Mr. Blair's 'unequivocal view' of 15 March 2003 that the Iraqi regime was in 'further material breach' of its treaty obligations over WMD and had used up its 'final opportunity' to comply. To help you understand this; I am not asking you to search for the evidence underlying Blair's 'unequivocal view', I am asking for the record that should have been made by Blair's civil service advisers of what fully constituted this view for audit trail purposes.

Incidentally, your previous correspondence erroneously attribute declassified documents and/or an explanation for this 'unequivocal view' to the Chilcot Report. The Chilcot Report states that it never received a satisfactory explanation as to the factual evidence by which Blair came to his 'unequivocal view' that Iraq was in 'further material breach'.
