Thank you for your email dated 06/02/2020 requesting information under the
Freedom of Information Act 2000. In that request, you asked us for
information regarding the Council vehicle fleet.

 

I require further information in order to identify and locate the
information that you have asked for. I will not be able to take this
matter further until you can clarify exactly what information you require.
In particular it would be useful to know what is meant by leased and
owned. The council has 3 types of vehicle: lease/owned - purchased with
lease buy back, lease/hired - leased from a hire company using tendered
framework, owned outright. Please clarify if you require information on
all types or only certain types as described. If no response is received
within two months the request will be considered closed.

 

If you have any queries about this letter or are unhappy about the service
you have received in relation to your request and wish to make a complaint
or request a review, please do not hesitate to contact me in writing. A
request for an internal review should be made within 40 working days of
the date of the response.

 

If you are not content with the outcome of your complaint, you may apply

Thanks for coming back to me. I'm happy for a simple clarification of which vehicles are wholly owned by Torfaen Council and which ones are not. All types of lease or part-owned can be categorised as 'non-owned 'in this instance to keep the task to a minimum.

FREEDOM OF INFORMATION REQUEST

 

Thank you for your emails dated 06/02/2020 and 12/02/2020 requesting
information under the Freedom of Information Act 2000. I am now in a
position to respond to your questions as follows:

 

I'd be grateful if you can provide me with the following information under
the Freedom of Information Act 2000.

 

1. A list of vehicles owned or leased to the council. Please include;
registration mark, fleet number (if used), make & model and body type.
Please see attached document.

 

2. Identify which vehicles are owned and which are leased. Please see
attached document.

 

3. Name, position and email address of the staff responsible for these
vehicles. Jill Parrish, Senior Transport Officer - Fleet,
[1][email address]   

 

4. The estimated amount of spend (£) on diesel/petrol per annum and the
cost split between owned and leased vehicles.

 

I can confirm that the Authority does hold information in relation to your
request, however under Section 12 of the Freedom of Information Act the
Council is not obliged to comply. We estimate that the cost of complying
with your request would exceed the appropriate limit of £450.00. This
represents the estimated cost of one person spending 18 hours (at £25.00
per hour) in determining whether the Council holds the information and
locating, retrieving and extracting it.

 

It is estimated that 300 vehicles use our fuel pumps, we would first have
to exclude outside agencies that pay to use the pumps, then separate each
bill by registration number and separate into the above categories. We
have calculated that, with 300 vehicles at 4 minutes per vehicle it would
take 20 hours to complete this exercise and therefore would exceed the
appropriate limit.

 

Alternatively, if you were to make a new request within narrower confines,
then it may be the Council could comply with that request within the
appropriate limit, although I cannot guarantee that this will be the case.
