I'd be grateful if you can provide me with the following information under the Freedom of Information Act 2000.

1. Name, position and email address of the staff responsible for the council’s staff purchase/expense cards./corporate credit cards.
2. If an automated business expense management is in place, what is the name of the system/card provider and the amount of cards currently in use?
3. If this on a contacted basis, please provide the contract end date.
4. The estimated (or actual) amount of spend (£) in business expenses either by department or as an overall total for the most recent financial year.
5. Name, position and email address of the staff or department responsible for reducing the carbon emissions (CO2) within the council as part of the overall strategy to achieve carbon neutrality.

Dear Mr Toy

 

We had considered coming back to you and requesting your full name, in
line with guidance from the Information Commissioner’s Office regarding
providing full names when submitting information requests. We made some
cursory checks on What Do They Know and could see that you have already
provided your full name to Wrexham County Borough Council in a
substantively similar request. We have therefore used this source to
provide your full name instead of asking you and possibly delaying your
request.

12/10/2021, in which you requested details of the following:

 

Expenses and Expense Cards

 

The above is a summary of your request. The full details of the
information sought is provided to the officer to whom the request is
tasked.

 

Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act, subject
to the information not being exempt or containing a reference to a third
party. In some circumstances Powys County Council may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.

 

There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.

 

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

I'd be grateful if you can provide me with the following information under
the Freedom of Information Act 2000.

 

1. Name, position and email address of the staff responsible for the
council’s staff purchase/expense cards./corporate credit cards. – Powys
County Council is part of the Welsh Government purchase card scheme with
Barclays.  Some staff use these cards for staff expenses, but most process
claims through the MHR iTrent system.  The officer who has oversight of
the cards is Sue Spencer, Reporting & Data Integrity Accountant -

2. If an automated business expense management is in place, what is the
name of the system/card provider and the amount of cards currently in use?
- We use MHR iTrent for any expenses to be reclaimed through pay and, as
mentioned above, staff may also use the Barclays purchase card.

 

3. If this on a contacted basis, please provide the contract end date. -
The Welsh Government – Value Wales section managed the tendering process
and negotiated the contract for purchase cards with Barclays, which is due
to be renewed in 2024.

 

4. The estimated (or actual) amount of spend (£) in business expenses
either by department or as an overall total for the most recent financial
year. - Expenses (travel and subsistence) for 2020/21: £27,321.86

 

5. Name, position and email address of the staff or department responsible
for reducing the carbon emissions (CO2) within the council as part of the
overall strategy to achieve carbon neutrality. – All staff have
responsibilities towards Powys County Council achieving Carbon Neutrality.
This is overseen by the Economy And Environment directorate headed by
Nigel Brinn – Corporate Director for Economy and Environment -
