Dear Falmouth University,

Under the Freedom of information act, I am seeking information related to your entire University’s Access control system, this would likely be information known easily by someone in Estates, facilities or Security.

1. What electronic access control system/s do you currently have in place? (e.g. SALTO, PAXTON, ASSA)
2. How many Doors have access control fitted?
3. Please provide a breakdown of the quantities of different types of Access control setups you have? (e.g. maglock doors, electric strike doors, battery operated electronic handle set, battery operated electronic cylinders etc.)
4. What are the names of the suppliers of your existing access control system?
5. How old is your system?
6. Who manages your sites access control and please provide a direct e-mail and phone number?
7. Do you have a support/maintenance contract for Access control and if so when does this contract expire?
8. How is your access control system Integrated with ID card production (if at all)?
9. What plans for the next 3 years does the University have related to the installation or support/maintenance of Access control?

Thank you for your email dated 11^th December 2018 requesting information
under the Freedom of Information Act (FOIA) 2000.  Please find below
details of your request and the response from Falmouth University (“we”
and “the University”).  If you have any queries please do not hesitate to
contact me quoting the reference above. 

 

Duty to Confirm or Deny 

We do hold information relevant to your request. Please find below,
details of your request and our response.

 

Your Request 

“Under the Freedom of information act, I am seeking information related to
your entire University’s Access control system, this would likely be

Our Response 

Falmouth University (“the University”) considers that answering your
request questions 1 to 9 are exempt under the Freedom of Information Act
2000 (“FOIA 2000”). Specifically that these answers are exempt under FOIA
sections 31(1) and 31(3) – “Prejudice the prevention or detection of
crime”, and also under section 43(2) –“Prejudice the commercial interests
of the University”.

 

The University takes the security of such information and the risk of
access control seriously and we confirm that we have appropriate controls
in place to protect our premises.

 

The University considers the provision of information relating to any
access control system on its premises, could adversely affect the security
of its Students, Staff, Users and premises. Supplying information about
this type, our contracts, and the suppliers that we have in regard to
security provision could enable the misuse of this information and place
the University , its Students, Staff and Users at risk.

 

As the above exemptions are qualified, we are required to undertake a
public interest test to examine if the public interest favouring
disclosure outweighs the public interest in withholding it. 

 

In favour of disclosure we considered the principles of transparency and
accountability in the way a public authority performs its functions.

 

Opposing this we considered the factors favouring the withholding of the
information and this specifically relates to the nature of the exemption
concerning the prevention or detection of crime. 

 

There is a substantial public interest in protecting society from the
impact of crime and not facilitating any steps which are likely to
prejudice the prevention or detection of crime.

 

In addition, there is a substantial public interest in not jeopardizing
the University’s security. Specifically in regard to your request in not
jeopardizing the security of its Students, Staff, Users and premises.

 

It is the University’s assessment that in all the circumstances of the
case, the public interest in maintaining the exclusion of the duty to
confirm or deny outweighs the public interest in disclosing whether the
authority, in this case the University, holds the information.

 

This response has been prepared in accordance with a request received
pursuant to the FOIA 2000.

right to ask for an internal review.  Internal review requests should be
submitted within two months of the date of receipt of the response to your
