1. A copy of the funding application to the Cabinet Office.

2. A copy of the supporting business case.

3. A copy of the programme for the scheme.

4. A list of the legal, management and property consultants you have appointed to work on the project so far.

5. The potential value of the scheme.

6. Details of any public consultations that have been held.

7. The name of the lead representatives for each local authority involved in the scheme.

8. The total amount of funding that has been received to date.

Thank you for your recent communication and I am sorry for the delay.
Please find below and attached the information in response to your
request.

-Place Partnership. Otherwise project work has been undertaken by in-house
staff so far.

 

5. The potential value of the scheme.

-Values for the schemes cannot be accurately calculated at this early
stage in the process, but see Pages 10 and 13 of the OPE submission.

 

6. Details of any public consultations that have been held.

-None.

 

7. The name of the lead representatives for each local authority involved
in the scheme.

-Personal names and telephone numbers have been redacted from the enclosed
documents because BPP considers that such information is exempt from
disclosure under Section 40(2) of the Act. The information constitutes
personal data within the definition of “data” in Section 1 (1) Data
Protection Act 1998 and the disclosure of that information would
contravene the first data protection principle. The first data protection
principle states that personal data shall be processed fairly and
lawfully.

In considering whether it is fair to disclose such information, BPP has
considered the principles of transparency and accountability and any
legitimate interests in the public having access to the personal
information, but considers that this personal information would not add to
the information disclosed by this letter. Further, such disclosure would
not be within the reasonable expectations of those individuals and would
have an intrusive effect on the individuals concerned.

 

Financial figures have been removed because BPP considers that information
is exempt from disclosure under Section 43 (2) on the ground that such
disclosure would be likely to prejudice the commercial interests of the
authority concerned and/or the commercial interests of BPP. If the
information were disclosed, it would release commercially sensitive
information into the public domain, which would give other contracting
organisations an unfair advantage in future tendering to the detriment of
the company concerned. Financial information would be released which would
allow a competitor organisation an unfair advantage in shaping their bid
in future tenders. This would be likely to prejudice the commercial
interests of BPP because such future bids would be influenced by
previously successful bids and submissions. Further, or in the
alternative, such disclosure would weaken BPP’s negotiation position and
may discourage other organisations from tendering in any future similar
procurement contracts.

This would affect the tendering process and undermine BPP’s ability to
achieve best value for money. Further, or in the alternative, such
disclosure would damage the confidence and trust between BPP, the company
concerned and potential contracting organisations which would affect BPP’s
ability to perform its functions.

In considering the exemption under Section 43 (2), BPP must consider
whether there is an overriding public interest in providing the
information. This involves  the interests of the public either to disclose
the information or to maintain an exemption in respect of the information
requested. BPP has considered the likely prejudice to the company
concerned and to BPP as set out above. BPP considers that these reasons
outweigh disclosure on the grounds of promoting transparency. In all the
circumstances of the case, the public interest in maintaining the
exemption outweighs the public interest in disclosing the information.

 

Appendices I –III in “One Public Estate Submission July 2016” have not
been included. Information in those pages has in some cases been provided
by third parties and it is necessary for the Partnership to discuss these
before considering what can be disclosed in relation to those pages.

 

8. The total amount of funding that has been received to date.

£500,000 main funding plus £50,000 initial development funding.
