With respect to Dual Carriageway section of A140 Road at Cousins Hill, Ipswich.

a. How much did it cost to install this section of road?
b. When was the project completed?
c. What reasoning was behind the necessity for the dualling of the road at this location?

The Highways Agency is responsible for operating, maintaining and
improving the Strategic Road Network in England on behalf of the Secretary
of State for Transport.  This consists of the Motorway network and the
