Information on selective licensing scheme

Dear Sir or Madam,

I would like to make a Freedom of Information request about your selective licensing scheme for landlords.

Please could you supply me with as much as possible of the following information:

1. The number of landlords and private rented properties currently registered in the selective licensing scheme
2. Any estimate you hold of the number of private rented properties in the selective licensing area that remain unlicensed
3. Whether the scheme is self-funding, or supported by other council or central government revenue; and if the latter, an estimate of how much revenue has been supplied since the inception of the scheme
4. The number of landlords with properties within the selective licensing area who have been prosecuted since selective licensing was introduced for either a) failing to obtain a license under the selective licensing scheme or b) other offences under Parts 1 and 2 of the Housing Act 2004
5. Any information available on how the fees for the scheme were calculated
6. And finally, any evaluation you have carried out on the impact of the scheme.

I am writing to confirm that Middlesbrough Council has now completed its
search for the information you requested on 16^th August 2021. 

 

In your request you asked for the following information:

 

Please could you supply me with as much as possible of the following

Response:

 

Newport Scheme (June 2019 to June 2024) – Landlords - 689   Rented
properties -1025

North Ormesby Scheme (June 2021 to 2026) – Landlords – 356 Rented
Properties - 519

 

2. Any estimate you hold of the number of private rented properties in the
selective licensing area that remain unlicensed

 

Response:

 

Newport scheme 128

North Ormesby scheme 365

 

3. Whether the scheme is self-funding, or supported by other council or
central government revenue; and if the latter, an estimate of how much
revenue has been supplied since the inception of the scheme

 

Response:

 

Both schemes are self-funded through license fees.

 

4. The number of landlords with properties within the selective licensing
area who have been prosecuted since selective licensing was introduced for
either a) failing to obtain a license under the selective licensing scheme
or b) other offences under Parts 1 and 2 of the Housing Act 2004

 

Response:

 

No landlords have been prosecuted under the current two schemes.  In the
prior North Ormesby scheme 7 landlords were prosecuted for failing to
obtain a licence. 

 

5. Any information available on how the fees for the scheme were
calculated  

 

Response:

 

Fees were calculated based on the cost off staffing to operate the scheme.

 

6. And finally, any evaluation you have carried out on the impact of the
scheme.

 

We evaluated a previous scheme which was designated in North ormesby from
1^st January 2016 to 31^st December 2020. (please see attached).
