Dear Her Majesty's Treasury,

It has been confirmed that an 'early sight' version of the final report created by Sir Amyas Morse as part of the Independent Loan Charge Review was circulated in hard copy to a small number of government officials before its publication, so they could correct factual errors. We know that no trace is left of those documents, or of the edits suggested by those officials.

You will agree this is not a very transparent approach, as it doesn't allow any scrutiny.

With the aim to provide more clarify, can you please disclose:

1. how many people in your organisation received (or were able to review) this early sight document
2. how the suggested changes were recorded
3. whether all the changes were discussed internally before being sent back to Sir Amyas
4. how the suggested changes where sent back to Sir Amyas Morse or his team
5. the date and place where those changes were discussed / Reviewed with Sir Amyas or his team, and who was present at those meetings
6. whether the suggested edits made by those officials were reviewed, discussed or vetted by Jesse Norman before being sent to Sir Amyas Morse or his team.
7. whether the suggested changes were reviewed and/or vetted by anyone in the legal department (with indication of the role and/or grade and/or job title of these individuals) before being sent to Sir Amyas Morse or his team.
