Information in relation to the decision to move Essex from Medium to High Tier

We're waiting for Chester Drawers to read a recent response and update the status.

Dear Essex County Council,

In light of the decision to move Essex from Medium Tier to High Tier I would like:

Any meeting minutes and/or notes regarding the decision and/or discussions to move Essex to the High tier;
Any evidence used to make this decision;
Any emails in relation to the above;
The definition of a case used in relation to Covid 19;
The definition of a case used in any other instance (i.e. influenza, pneumonia etc.);
Any criteria for moving Essex back down to the Medium tier.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under Section 16 obligations of the Act, as to how I can refine my request.

If you can identify any ways that my request could be refined I would be grateful for any further advice and assistance.

Dear Essex County Council,

I am writing to request an internal review of Essex County Council's handling of my FOI request 'Information in relation to the decision to move Essex from Medium to High Tier'.

Emails in relation to my request were exempted under S12 of the FOI Act . However no attempt was made to refine my request under S16 of the Act. It seems reasonable to me that advice and guidance could have been given in this instance to narrow the scope of the request, especially as it was foreseen this could have been an issue. It is also reasonable to assume that not all employees inboxes would need to be searched for this information. I presume the County Hall Receptionists or catering staff did not have an influence on this decision for example?
