Information Governance Team Roles and Salary

We're waiting for Cooper Palmer to read recent responses and update the status.

Dear Fife Council,

I would like to make a request under the Freedom of Information (Scotland) Act 2002.
Please provide the following:
How many staff are in your Information Governance Team (to include Data Protection, Complaints, FOI and Records Management) what are their job titles, breakdown of their duties and their paygrade ?
Please can you provide a copy of the job descriptions?
What is the structure of the Team and who do the staff report to?
Please provide the training/qualifications staff hold or are required to hold for their positions in the Information Governance Team which are relevant for their roles?

Information Governance within Fife Council is split between 3 Services. 
The remit and responsibilities are as follows:

 

Data Protection

Directorate: Finance & Corporate Services

Service: Legal Services

Team: Planning, Property & Contracts

Number of staff:  1 x Data Protection Officer, 2 x Data Protection &
Information Policy Specialists

 

Records Management

Directorate: Finance & Corporate Services

Service: Business Technology Solutions

Team: Solutions & Service Assurance

Number of staff:  1 x Records Manager

 

Complaints & FOI

Directorate: Communities

Service: Customer Service Improvement

Team: Customer Service Experience

Number of staff: Please refer to attached IMRT structure chart

 

All Role Profiles to cover Data Protection, Records Management, Complaints
& FOI are attached which sets out the qualifications, job titles,
breakdown of duties and pay grades.  I have also attached the PY50 Pay
Scales document which details the annual salaries under each of the
individual FC pay grades.

 

I have also attached the Fife Council Management Structure Chart which
will provide you with more detail of how the various Services are
structured.

 

Please can you provide a copy of the job descriptions?

 

Please find attached Role Profiles which are the job descriptions for each
of the posts.  The Data Protection Officer Letter of Appointment is
attached, as the Role Profile for this post would be a Solicitor Role
Profile.

What is the structure of the Team and who do the staff report to?

 

The Records Manager reports to the Security & Compliance Lead Officer.

 

The Data Protection Team sits within the Planning, Property and Contracts
Team within Legal Services.  The Data Protection Team reports to the Legal
Team Manager (Planning, Property and Contracts) for general line
management but also directly to Executive Director, Finance and Corporate
Services as SIRO and can also report to Council Executive Team but
generally report to the ICT Governance Board.

 

I also attach the Data Protection Roles/Responsibilities Structure Chart
as approved by the Council’s ICT Governance Board.  Appendix 1 shows the
structure prior to GDPR and Appendix 2 shows the new, agreed structure.

 

Please see attached IMRT structure document for the structure of the
Customer Experience Team dealing with Complaints and FOI.

Please provide the training/qualifications staff hold or are required to
hold for their positions in the Information Governance Team which are
relevant for their roles?

 

Please refer to the attached Role Profiles for the required training and
qualifications for each post.

 

In addition to this:

 

The Records Manager holds the following qualifications: Post Graduate
Diploma Archives & Records Management and IRMS Professional accreditation
- Records Management

 

For the Data Protection Officer, attached is the letter of appointment
setting out the qualifications as required by legislation and the
breakdown of duties. The Data Protection Officer also holds the Act Now
Practitioner in Data Protection Qualification and is also a qualified
solicitor.

 

The Customer Experience Lead Officer, Customer Experience Co-ordinator and
all Information Specialists hold the Act Now Practitioner in Data
Protection Qualification and Act Now Practitioner in FOISA Qualification.
