Dear University of the Highlands and Islands,

I refer you to the UHI academic standards and quality regulations, section 10: changes to academic provision.

The DipHE in Person-centred counselling and psychotherapy has been withdrawn from provision at the academic partner Perth College UHI.

Please could you confirm whether the closure was proposed by the academic partner or academic council?

Please could you provide me with the following information as described in the above regulations, i.e. all the information referred to in section 10B:

A copy of the notification of intention to close the programme to the dean of faculty
A copy of the formal notification to Partnership Planning Forum (PPF) (10b.3)

Please provide me with the
. reasons for proposing closure of programme to new students
. plans for continuing students
. evidence of discussion with the relevant dean of faculty. (10b.4)

Please provide me with the
. minutes / report of consultation with other academic partners offering the provision
. minutes / report of consultation with relevant subject network
. minutes / report of consultation with programme committee and external examiners
. minutes / report of consultation with other networked provision sharing modules with the provision to be withdrawn. (10b.5)

Please provide me with copies of the documents used to inform in writing of the intention to withdraw the programme to

Please provide me with a copy of the communication from the Dean of Faculty to inform

Please provide me with a copy of the communication following approval of the closure from the AP to

Please include a copy of the annual programme report referred to in 10b.9

If the closure was proposed by academic council, rather than the academic partner, please provide the information detailed in 10b.10 to 10b.16, or if the information in 10b.17-10b.21 is more appropriate, please include this instead.

Please also provide me with a copy of the notification to COSCA (external validator of the programme) about the withdrawal of the programme and any further correspondence between COSCA/Perth College/UHI concerning this matter.

I refer to your request for information received on the 4th June 2020, relating to Information concerning the withdrawal of a DipHE programme - request number FOI 047.

Perth College UHI has withdrawn from the DipHE in Person-centred counselling and psychotherapy. To confirm, this was instigated by Perth College UHI, in accordance with Section 10b.17-21 of UHI academic standards and quality regulations.
The following documents are attached:

1. The notification to PPF (PPF19-65, dated 23/5/19), including information about reasons for the withdrawal, consultation with other academic partners, communications with applicants and continuing students.
2. Perth College UHI course team meeting minute (dated 6/5/19), which refers to the withdrawal from provision.
3. The annual programme report (self-evaluation document) for AY 2018-19
4. Perth College UHI annual monitoring return to COSCA, including notification about their withdrawal from the programme (30/9/19)

Please note, the other documents requested do not exist, as this was a withdrawal by an academic partner from networked provision, rather than closure of a programme.

I am writing to request an internal review of University of the Highlands and Islands's handling of my FOI request 'Information concerning the withdrawal of a DipHE programme'.

Two of the documents appear to have been inappropriately redacted.

When people are named in their professional role and there is no other personal information then it helps with the comprehension of formal documents to be able to identify who is making the remarks or decisions. I do not believe it was necessary to redact the names from these documents as they are official professional documents. At the very least there should be some indication of the roles of the staff members in order to facilitate understanding. Redaction is also usually done by blocking out text or replacing it with a filler in order to facilitate comprehension.

I would be grateful if you could provide me with the unredacted versions of these 2 documents. I notice the other documents have not been redacted.

I write further to your email of 2 July 2020 wherein you requested an internal review of our handling of your Freedom of Information request concerning the withdrawal of a DipHE programme, request number FOI047.

I have conducted a review of the redaction of the documentation requested, and have upheld the redaction of staff names from the documents concerned. However, the redaction has been revised in order to provide a clear depiction of the contributions made by the different members of staff involved in such a way as to ensure both documents are easy to understand. The reviewed documents have been provided in attachment to this email.

Please note that if you are not content with the outcome of the internal review, you have the right to apply directly to the Scottish Information Commissioner for a decision as to whether we have handled your request properly and you also have the right of appeal to the Court of Session (S21(10)).
