I am seeking he following information since 01/01/2015::
1. All incidents at the location
2. All audits, inspections, examinations of the structure
3. All pre and post loss reports, concerns, considerations about the structure
4. all tenders for the replacement intended, the need for this and scope of the works
5. All correspondence between HE and the contractor and HE and GLD and internal to HE about the costs involved in replacement and costs associated with repairing the damaged section only
6. why the full replacement structure sum was considered appropriate to pursue following the DoL incident, as opposed to a charge for the area of damage only and all exchanges pertaining to this.

I am writing to request an internal review of Highways England Company Limited's handling of my FOI request 'Information concerning Higham Road Bridge A45'.
I am not satisfied with the response received.
You state that my request to be vexatious - causing or tending to cause annoyance, frustration, or worry?
I disagree with the assertion that my request is vexatious as I hope to evidence here. I understand a claim for over £440,000.00 has been made against an insurer for damage to the Bridge related to a vehicular impact. This being the impact by a car to the brick parapet atop the bridge.
It appears the sum claimed does not solely relate to the impact damage reinstatement. I can evidence.
Network Rail information in the public realm shows that this Bridge was subject to improvement works:

I am seeking information as to how the sum is being claimed to be related solely to the impact. A previous FoIA request by myself, also in the public realm was granted and information provided relating to this matter by Network Rail. An estimated repair sum is noted within the inspection reports. NWR estimated this to be £9000.00 to reinstate the parapet. A difference of over £430,000.00.

My request is of public interest as it appears the Authority may have erred in its assessment of a damage claim. It appears the sum claimed may include costs of improvement works.
Citing my request as vexatious because of being unsubstantiated is disproved by the information links above.

These costs are likely to be for temporary vehicle restraint systems (Temp’ VRS), monitoring or same, admin’, contractor uplift etc. . If no updates were supplied, please advise accordingly.
2. your pre-payment audit of Amey’s £440,000+ invoice. If there was none, please advise accordingly.
3. A copy of the GMQS audit undertaken or confirm I may utilise the copy I possess
