Waiting for an internal review by Wye with Hinxhill Parish Council of their handling of this request.

Please could you clarify the exact wording of your request? Is it correct
to assume that the phrase `... that make mention and deliberations on
wyeweb.org ...' should read `...that make mention of deliberations on
wyeweb.org...'?

If so, please could you further clarify whether you are referring to

. Any mention in Parish Council communications and documents of
any Parish Council deliberations about wyeweb.org since May 2007, or

. Any mention in Parish Council communications and documents of
any deliberations on any subject whatever that have appeared on wyeweb.org
since May 2007?

Dear Wye Parish Clerk,

The exact meaning is "that make mention of and any deliberations on wyeweb.org". That is, it may include deliberations on matters that WwHPC has considered from posts/pages/comments on wyeweb, but not exclusively.

It does also mean " Any mention in Parish Council communications and documents of any Parish Council deliberations about wyeweb.org since May 2007." Clearly WwHPC discussions of matters arising on wyeweb are included since they may form part of the context of the deliberations and comments.

Further to your FOIA request of 10 August 2011 I am writing to inform you
that the Parish Council has identified 30 Parish Council documents which
contain references to wyeweb.org.   I am attaching 13 documents to
this email and will attach the remaining 17 documents to a second email.

There may well be references to wyeweb in the minutes of Parish Council
meetings and these are currently being cross-checked so that they will all
be available on the Parish Council website [1]www.wyeparish.info (from May
2007 onwards) later today.

The Parish Council has been able to devote fourteen hours to responding to
your request within the statutory timescale of 20 working days.  As you
may be aware there is a limit (equating to 18½ hours) to the amount of
time that a public body is expected to spend dealing with a request under
the FOIA.

Further time will be spent between now and Thursday 15 September in order
to complete the identification of Parish Council email correspondence that
mentions wyeweb.

As the Parish Council employs only a part-time clerk, complying with a
request of the type you have submitted imposes a burden in terms of
creating additional, unexpected duties that involve out-of-hours work. 
It is for this reason that the Parish Council has been unable to complete
the task within the normal time-span.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Wye with Hinxhill Parish Council's handling of my FOI request 'Information and Communications on wyeweb.org'.

There has been no movement on this FOI request since October 2011. The original reason for delay was the lack of resources and, notwithstanding the importance of the issue to wyeweb.org, we have been reluctant to request the PC to devote immediate resources to the issue. However we believe that sufficient time has elapsed for further effort to have been made by this elected body on our FOI. In particular there has been no evidence of any emails citing wyeweb since 2009 - a period during which wyeweb.org was publicly abused.
