Could you please provide copies of all letters/emails/documents etc exchanged between the Council (most probably involving your planning team) and National Highways since May 2022 regarding the infilling of the disused railway bridge on Woodham Road near Stow Maries (known as WFM/833), located at TQ8202498704.

We engaged with Maldon District Council on this matter towards the end of last year and the case was given the reference 22/00137/BC by your planning enforcement team.
Further, on its website, National Highways states that "Following discussions with Maldon District Council and the local community, we’ve received written consent from the Planning Authority that the works we delivered to keep Wellinditch Bridge safe can remain."
Could you therefore please check and confirm that there are no records of dialogue with National Highways about this matter and that the written consent to retain the infill was not granted by Maldon District Council.
In the meantime, I will contact Essex County Council.

I note that the Council has not responded to my follow-up message of 12 May, since which time Essex County Council has indicated that it has had no dialogue with National Highways regarding this matter since September 2019.
As previously stated, National Highways asserts that "Following discussions with Maldon District Council and the local community, we’ve received written consent from the Planning Authority that the works we delivered to keep Wellinditch Bridge safe can remain."
As the 20 working day period for a substantive response to my request has now passed, I am seeking an Internal Review with the aim of absolutely confirming that the Council does NOT hold any of the requested information, particular the written consent for retention of the infill material and any exchanges of emails/documents that culminated in the consent being issued.

I can confirm that I have been passed a small number of documents which
relate to the bridge. I am currently redacting third party personal data
from the documents and reviewing whether any exempt information is

Dear Mr Bickerdike,
I have carried out a review of your Freedom of Information Act Request.
Following this review I can confirm that the Council does hold some
correspondence in relation to the Wellinditch Bridge.
I have attached redacted copies of this information for your records.
Where the correspondence held has come from you I have not redacted this
information as you where the original sender of the information. These
records therefore contain your personal information.
Having carried out the review it appears that the initial officer was not
aware of the Council’s involvement in this case and rejected the request
as the request referred to a highway matter. Maldon District Council is
not the Highway authority and hence the reason for the response sent.
